L&T to Build Green Hydrogen Plant at IOCL Panipat Refinery Under 25-Year Deal

Panipat: Larsen & Toubro (L&T), through its wholly owned subsidiary L&T Energy GreenTech Ltd, will construct what is being described as India’s largest green hydrogen plant at Indian Oil Corporation’s (IOCL) Panipat refinery in Haryana.

The plant, being developed under a build-own-operate (BOO) model, will supply IOCL with 10,000 tonnes of green hydrogen annually for a period of 25 years. The hydrogen will be used in IOCL’s refining operations as part of its broader push to cut carbon emissions.

The project aligns with the Centre’s National Green Hydrogen Mission, which aims to make India a global hub for green hydrogen production and exports. By integrating renewable energy for continuous operation, the plant is expected to replace fossil-fuel-based hydrogen currently used in refining processes.

The initiative reflects a growing trend among public sector undertakings and infrastructure firms to invest in decarbonisation solutions. According to L&T Deputy Managing Director & President Subramaniam Sarma, the project fits within the company’s long-term clean energy strategy and strengthens its existing partnership with IOCL.

However, industry analysts see the project not just as a corporate milestone but as a critical part of India’s broader energy security agenda. Green hydrogen, derived from water using renewable energy sources, is being increasingly viewed as essential for reducing emissions in hard-to-abate sectors such as steel, chemicals, and oil refining.
