New Delhi: Senior IAS Vijay Kumar has officially taken charge as the new Secretary of the Ministry of Ports, Shipping, and Waterways, succeeding IAS T K Ramachandran, who superannuated on September 30, 2025.
The transition had been carefully planned, with the Appointments Committee of the Cabinet appointing Kumar as Officer on Special Duty (OSD) in the Ministry on August 22, 2025. This move ensured a smooth handover of responsibilities before he formally stepped into the top role overseeing India’s maritime and inland water infrastructure.
Kumar, a distinguished officer of the AGMUT cadre, brings with him extensive experience and domain expertise. Prior to his OSD tenure, he served as Chairman of the Inland Waterways Authority of India (IWAI), where he spearheaded initiatives to expand and regulate the country’s vast inland waterways network. His leadership at IWAI has been widely credited for advancing policies to improve connectivity, cargo movement, and sustainable transport solutions.
His elevation underscores the government’s focus on continuity and leveraging proven expertise within key infrastructure ministries. With the Sagarmala programme and the push for greater use of inland waterways high on the agenda, Kumar’s experience will be pivotal in driving growth and efficiency in India’s maritime sector.
