Mumbai: The Supreme Court of India on Friday refused to stay the Dharavi Redevelopment Project (DRP), allowing the ongoing construction to continue despite legal opposition from Dubai-based Seclink Technologies Corporation.
The project, undertaken by the Adani Group, is being challenged by Seclink on the grounds that its bid was superior to the one accepted by the Maharashtra government.
Supreme Court’s Ruling and Directives
A bench led by Chief Justice of India (CJI) Sanjiv Khanna, along with Justice PV Sanjay Kumar, issued notices to key stakeholders, including Adani Properties, the Maharashtra government, and Seclink Technologies.
The Supreme Court, however, declined to interfere with the Bombay High Court’s previous ruling, which had upheld the Maharashtra government’s decision to award the contract to the Adani Group. The High Court had dismissed Seclink’s plea in December 2024, stating that the government’s discretion in evaluating bids must be respected.
While allowing the project to proceed, the Supreme Court directed that all payments related to the redevelopment be managed through a single escrow account. It also mandated that the successful bidder, Adani Properties, maintain proper financial records in compliance with tax regulations.
Additionally, the court ordered that project files be produced before it and set the next hearing date for 25 May 2025.

Seclink’s Challenge and Financial Considerations
Seclink Technologies contends that its bid of Rs 8,640 crore was significantly higher than Adani’s Rs 5,069 crore offer, asserting that the contract was unfairly awarded. The Supreme Court has now asked Seclink to prove its claim regarding the financial superiority of its bid.
Furthermore, the court stipulated that any obligations initially undertaken by Adani—such as a Rs 1,000 crore lease payment to Indian Railways, a Rs 2,800 crore indemnity, and the construction of 812 railway quarters—would also apply to Seclink should it ultimately win the contract.
The Dharavi Redevelopment Project: Scope and Impact
Dharavi, one of the most densely populated areas in Mumbai, is home to over 850,000 residents, with the transient population pushing that figure beyond a million. The redevelopment initiative, regarded as Asia’s largest urban rehabilitation effort, aims to transform 296 acres within the 600-acre slum while preserving open spaces like Mahim Nature Park.
In November 2022, Adani Properties emerged as the highest bidder for the project, securing an 80 per cent stake in Dharavi Redevelopment Project Pvt Ltd, with the Maharashtra government retaining the remaining 20 per cent.
With the Supreme Court refraining from halting the redevelopment, the project continues despite ongoing legal challenges.
However, the final awarding of the contract remains contingent on the court’s verdict following the 25 May hearing. The case underscores the complexities of large-scale urban rehabilitation efforts and the legal battles that often accompany them.
