Centre Sets November 2025 Deadline to Enforce All Four Labour Codes

New Delhi: The Centre will implement all four Labour Codes from 21 November 2025, marking a decisive shift towards a unified labour regulatory framework. The move brings together 29 existing labour laws under the Code on Wages, Industrial Relations Code, Code on Social Security, and Occupational Safety, Health and Working Conditions Code.

According to the official notification, the government aims to establish a nationally consistent structure for wages, social security, industrial relations, and workplace safety. Officials noted that the consolidation is intended to simplify compliance and improve clarity for both workers and employers, without altering existing obligations during the transition phase.

The government has underlined that the rule-making process will remain consultative. Ministries will hold stakeholder discussions to frame detailed rules and schemes under each Code, mirroring the engagement that took place during the drafting of the laws. This approach is expected to address sector-specific concerns and ensure that state governments are aligned with the rollout timeline.

During the transition period, all provisions under the current Labour Acts will continue to operate. This includes existing rules, notifications, and schemes, which will stay in force until the new compliance architecture is finalised. The Centre has said this continuity is meant to prevent administrative disruptions for industries and state labour departments as they adapt to the revised framework.

The enforcement of the Codes is expected to influence wage structures, social security contributions, and HR and compliance processes across sectors. Companies may need to reassess salary components, onboarding practices, and documentation to align with the updated definitions and uniform standards. Industry observers say the 2025 deadline gives organisations a defined window to review their workforce policies and prepare for changes that will reshape employment regulations nationally.
