Noida, Sep 27 (APAC Media): Telecom consumers will get more flexibility in choosing prepaid recharge plans, with the Telecom Regulatory Authority of India (TRAI) introducing provisions for 30-day validity options and voice- and SMS-only plans.
The regulator has amended the Telecom Consumers Protection Regulations to require telecom service providers to offer Special Tariff Vouchers (STVs) for voice and SMS services, including vouchers with a validity period of up to 30 days.
Under the revised framework, operators will also be required to offer at least one voucher that can be renewed on the same date every month. If that date is unavailable in a particular month, the plan will remain valid until the last day of that month.
The changes are aimed at providing consumers with greater choice, particularly those who do not require mobile data and primarily use their connections for voice calls and SMS.

TRAI said its review found that voice- and SMS-only vouchers were largely available with longer validity periods, limiting options for consumers seeking shorter-duration plans.
The regulator said the revised provisions would allow customers to select recharge plans according to their usage requirements and financial capacity.
The issue of 30-day recharge plans had earlier been raised in Parliament by Rajya Sabha MP Raghav Chadha, who questioned the practice of offering several prepaid plans with 28-day validity.
“There are 12 months in a year, but prepaid users have to recharge 13 times. Why is there a monthly recharge of 28 days? 30-day validity plans should be introduced,” Chadha said.
He also sought greater availability of plans that provide calling facilities without bundled mobile data.
“Many consumers who do not want data but want voice-only plans or prepaid voice-only plans for incoming and outgoing facilities will be made available,” Chadha said.
“The amendments were finalised after taking into account the views and responses received from stakeholders during the consultation process. The revised framework seeks to enhance consumer choice and provide greater flexibility to users in selecting services according to their needs,” TRAI said.
The prices and specific benefits of the new plans will be decided by individual telecom operators.
However, the amended rules provide for appropriate tariff treatment for voice- and SMS-only vouchers.
The new provisions are expected to benefit consumers who use mobile connections mainly for calls and text messages, including users who have limited requirements for mobile data.
