New Delhi: The Directorate General of Civil Aviation (DGCA) has formed a dedicated committee to develop a regulatory and operational framework for implementing the Multi-Crew Pilot Licence (MPL) in the country.
An official order issued on 25 July confirmed the constitution of the committee, which will focus on reviewing existing norms and drafting comprehensive policies for MPL implementation.
The initiative aims to bring India in line with international standards set by the International Civil Aviation Organisation (ICAO), particularly its Annexe 1 and Doc 9868 (PANS-TRG), which provide guidelines for personnel licensing and training.
Joint Director General Sanjay K. Brahmane chairs the eight-member committee and includes representatives from DGCA, commercial airlines, and Flight Training Organisations (FTOs). The order permits the committee to engage additional experts or consultants, subject to approval from the Chairperson.
The committee’s mandate spans several key areas: reviewing current regulations, designing a curriculum and training framework, establishing guidelines for partnerships between airlines and Approved Training Organisations (ATOs), setting licensing and competency standards, ensuring safety and oversight mechanisms and consulting stakeholders.
It will also carry out international benchmarking to ensure global parity in training quality and standards.
DGCA has set a deadline of three months from the date of the order for the committee to submit its final recommendations, although extensions may be granted upon request.
