New Delhi, September 11 (APAC Media): Union Minister for Rural Development Shivraj Singh Chouhan has launched the Operational Guidelines for DILRMP 3.0, the next phase of the Digital India Land Records Modernisation Programme, aimed at creating an integrated, GIS-based digital land records ecosystem.
The Central Sector Scheme has an approved outlay of Rs 565.50 crore for 2026-2031 and will connect land records, cadastral maps, property registrations and related information through a digital Land Stack.
14-Digit Bhu-Aadhaar for Land Parcels
A key feature of DILRMP 3.0 is Bhu-Aadhaar or ULPIN, under which every land parcel will receive a unique 14-digit identification number. The system is expected to improve property verification and help reduce land-related fraud and disputes.
The programme will also digitise legacy land and registration records and establish a secure repository for registered deeds and encumbrance information.
Under the new phase, 75 high-footfall Sub-Registrar Offices will be upgraded into Registration Seva Kendras, offering improved citizen services and digital queue management. Revenue court systems will also be linked with land records to facilitate faster mutation settlements.
DILRMP 3.0 will be implemented across all States and Union Territories with 100% central funding, with progress monitored through a real-time dashboard.
