New Delhi, October 6 (APAC Media): The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Government of India’s commitment of Rs 10,000 crore towards the establishment of the SME Growth Fund (SGF), marking a major shift in how India plans to finance the next generation of high-growth Small and Medium Enterprises.
The Fund will provide direct equity investment to growth-oriented SMEs, with the aim of helping viable businesses scale operations, adopt advanced technologies, expand into international markets and emerge as globally competitive Indian companies.
The initiative was announced as part of the Union Budget 2026-27’s “Creating Champion MSMEs” strategy, which seeks to strengthen the sector through a combination of equity support, liquidity and professional assistance.
Budget had proposed a dedicated Rs 10,000 crore SME Growth Fund to create future champions based on defined eligibility criteria.
From Credit Access to Growth Capital
The SME Growth Fund is aimed at addressing a structural gap in India’s financing ecosystem.
While several existing government-backed funds provide equity support, much of the existing ecosystem is focused on early-stage businesses and micro enterprises. Growth-stage Small and Medium Enterprises often require significantly larger amounts of patient, long-term risk capital to expand capacity, invest in technology, enter new markets or undertake strategic acquisitions.
The new Fund is designed to address this gap by providing long-term equity capital to high-potential SMEs with demonstrated business viability and scalability.
Manufacturing SMEs to Get Major Focus
A major share of the SME Growth Fund is expected to be directed towards manufacturing-focused Small and Medium Enterprises.
The Fund will also consider SMEs operating in industrial clusters in Tier-II and Tier-III cities, creating an opportunity to strengthen regional industrial ecosystems alongside supporting individual businesses.
The government expects the initiative to help enterprises expand manufacturing capacity, adopt advanced technologies, improve productivity, strengthen supply chains and increase their competitiveness in global markets.
Backing India’s Next Generation of Champions
The Fund is being positioned as more than a financing mechanism. It is intended to support companies at critical stages of their growth and help build a pipeline of Indian enterprises capable of becoming leaders in their respective sectors.
Support from the Fund could enable SMEs to:
- Scale manufacturing and business operations
- Adopt advanced technologies
- Expand into international markets
- Integrate with global value chains
- Undertake strategic investments and acquisitions
- Improve productivity and competitiveness
- Generate high-quality employment
The initiative is also expected to strengthen domestic capital markets by increasing the availability of growth-stage equity for Indian enterprises.
Part of Broader MSME Support Strategy
The Rs 10,000 crore commitment is part of the broader MSME support framework announced in Union Budget 2026-27.
Alongside the SME Growth Fund, the Budget proposed an additional Rs 2,000 crore for the Self-Reliant India Fund, aimed at continuing risk-capital support for micro enterprises.
It also announced measures to improve MSME liquidity through TReDS and develop a network of “Corporate Mitras” to provide affordable professional assistance, particularly in Tier-II and Tier-III towns.
Supporting Viksit Bharat 2047
The government has linked the SME Growth Fund to the broader Viksit Bharat 2047 vision, with an emphasis on building Indian companies capable of competing globally.
