Thiruvanathapuram, May 25 (APAC Media): In a significant bureaucratic move, the Kerala government has appointed IAS Dr. Rathan U. Kelkar as the Secretary to Chief Minister V. D. Satheesan.
Kelkar is a 2003-batch officer of the Kerala cadre. Before this appointment, he was serving as the Chief Electoral Officer (CEO) of Kerala.
Kelkar is recognised as one of Kerala’s experienced administrators. Throughout his career, Kelkar has served in several crucial roles, including Secretary, Electronics & Information Technology Department; Commissioner of GST; Mission Director, National Health Mission; Health Secretary; and District Collector in multiple districts.
Additionally, he is also known for promoting Kerala’s startup ecosystem and technology initiatives during his tenure in the IT Department.
Recognising his administrative performance, Kelkar was awarded the “Best District Collector Award” in 2013 when he was the collector of Kannur district.
