Patna: In a significant administrative reshuffle, the Bihar government has transferred nine Indian Administrative Service (IAS) officers and assigned additional responsibilities to two, aiming to improve governance efficiency across key sectors. The changes, announced through an official order, impact multiple crucial departments, including education, urban development, tourism, and social welfare. As part of the reshuffle, IAS Ajay Yadav (2005 batch), who was serving in the General Administration Department (GAD) after returning from central deputation, has been appointed as Secretary of the Education Department. In addition to this role, he will also hold the additional charge of Director, Higher Education, and Managing Director (MD) of Bihar State Textbook Publication Corporation Limited.
The list of other transfers includes:
IAS Rajesh Kumar (2001 batch), previously Purnia District Settlement Officer, has been appointed as Additional Secretary in the Parliamentary Affairs Department.
IAS Ahmad Maqsood, earlier serving as Additional Secretary in the Science, Technology & Technical Education Department, has been promoted to Director within the same department.
IAS Dinesh Kumar (2007 batch), the current Bhagalpur Divisional Commissioner, has been entrusted with the additional charge of Munger Divisional Commissioner.
IAS Animesh Kumar Parashar (2010 batch), the Chief Executive Officer (CEO) of Patna Municipal Corporation (PMC) and Special Secretary in the Urban Development and Housing Department, has been given the additional responsibility of Managing Director (MD) of Bihar Urban Infrastructure Development Corporation (BUIDCO). Consequently, IAS Yogesh Kumar, the current MD of BUIDCO, has been reassigned as Director in the Social Welfare Department while also serving as Joint Secretary in the same department.
IAS Udayan Mishra (2011 batch), previously Director of Science, Technology & Technical Education and Special Secretary in the department, who has been posted as Special Secretary in the Tourism Department with an additional role as Director, Tourism.
IAS Pawan Kumar Sinha, formerly Land Settlement Officer in Jamui district, has been transferred as Additional Secretary in the Water Resources Department (WRD).
IAS Shyam Bihari Meena (2014 batch), earlier holding dual roles as Director of Employment & Training and Director of the Scheduled Caste & Scheduled Tribe Department, will now be fully in charge of the latter.
IAS Vijay Prakash (2016 batch), previously Director of the Disability Wing in the Social Welfare Department and Additional Secretary in the same department, has been posted as Additional Secretary in the Urban Development & Housing Department.
IAS Abhay Jha (2017 batch), the outgoing MD of Bihar State Textbook Publication Corporation, has been posted as Joint Secretary in the Rural Works Department (RWD).
This reshuffle is expected to bring administrative efficiency and strengthen governance in Bihar, ensuring better policy execution and service delivery in crucial sectors.
