Chennai, June 11 (APAC Media): The Madras High Court on Wednesday dismissed a Public Interest Litigation (PIL) that challenged the promotion of seven senior IAS officers of the Tamil Nadu cadre to the Chief Secretary grade.Â
The court held that service-related disputes cannot be adjudicated through PIL proceedings.
A Division Bench comprising Chief Justice Sushrut Arvind Dharmadhikari and Justice G. Arul Murugan rejected the petition at the admission stage, observing that Public Interest Litigations concerning service matters are not maintainable.Â
The ruling provides immediate relief to the seven officers whose promotions had been questioned before the court.
The petition challenged a Government Order issued by the Tamil Nadu Government in December 2025, under which seven senior IAS officers were promoted to the Chief Secretary grade with effect from January 1, 2026.

The petitioner, advocate M. Balakrishnan, contended that the state government had proceeded with the promotions without obtaining prior approval from the Union Government.
According to the plea, the Tamil Nadu Government had submitted a proposal to the Centre on November 10, 2025 seeking approval for the promotions. However, the petitioner claimed that the proposal was subsequently rejected by the competent authority through a communication dated November 21, 2025.
The petition alleged that the rejection was based on several issues, including the operation of ex-cadre posts beyond the permissible limit, lack of mandatory prior approval, and non-compliance with service regulations governing cadre management.
The petitioner further argued that despite the Centre’s alleged rejection of the proposal, the state government went ahead with the promotion process and issued the order elevating the officers to the Chief Secretary grade, one of the highest positions in the IAS hierarchy.
Declining to entertain the plea, the High Court ruled that such service-related matters cannot be pursued through a PIL and dismissed the petition.
