New Delhi: In a key administrative reshuffle, senior IAS Vikas Anand (2002 batch), belonging to the AGMUT cadre, has been appointed as Secretary to Delhi Chief Minister Rekha Gupta. The appointment is seen as a significant move to strengthen the Chief Minister’s Office (CMO) and enhance governance in the national capital.
Before this assignment, IAS Vikas Anand was serving on central deputation as the Chief Executive Officer (CEO) of the National Land Monetisation Corporation (NLMC) under the Department of Public Enterprises (DPE).
His return to the Delhi government marks a homecoming for the experienced bureaucrat, who has held several key positions in the city’s administration.
This is the second major appointment in the CMO in recent weeks. Earlier, on February 27, 2025, IAS Madhu Rani Teotia (2008 batch, AGMUT cadre) was appointed as Secretary to the Chief Minister. Additionally, IAS Sandeep Kumar Singh (2011 batch AGMUT cadre) and IAS Ravi Jha (2011 batch AGMUT cadre) were appointed as Special Secretaries.
Vikas Anand has previously served as Special Secretary (Education) during the Aam Aadmi Party (AAP) government’s tenure, contributing to significant reforms in Delhi’s government schools. Between 2020 and 2023, he was the Additional CEO of the Delhi Jal Board (DJB), managing vital projects on water supply and sewage management.
Anand has also worked as the Special Secretary in the Home Department, collaborating closely with the Delhi Police. With his extensive experience and deep understanding of Delhi’s governance challenges, Vikas Anand is expected to play a vital role in supporting the chief minister’s vision and strengthening the administrative functioning of the CMO.
