Guwahati: The Assam Cabinet has cleared a new policy to promote thermal power generation in the state, approving investment proposals worth Rs 7,730 crore. Under the Assam Thermal Power Generation Product Promotion Policy 2025, the government aims to meet growing energy demands while positioning the state as a key thermal power hub in the Northeast.
Policy Focuses on Infrastructure, Land Support
With Assam’s power requirement projected to reach 5,000 MW by 2032 rising at a rate of 1,000 MW per year, the state is now offering land, water, and road infrastructure to attract companies setting up thermal power projects. According to Chief Minister Himanta Biswa Sarma, the government will also buy electricity from these plants through tenders and permit equity participation of up to 27% in select projects.
The state has identified six to seven project sites, including Rupsi in Kokrajhar and Sapor in Goalpara. Each mega thermal plant is expected to require around 3,000 bighas of land. For context, generating 1,800 MW could require investments nearing Rs 20,000 crore.
MoUs from Advantage Assam Summit Begin to Materialise
Alongside the thermal policy push, investments flowing from the Advantage Assam 2.0 summit are also gaining Cabinet clearance. Notable approvals include:
Kohinoor Pulp & Paper Pvt Ltd: Rs 981 crore
RPN Specialty Paper Pvt Ltd: Rs 827 crore
Battery manufacturing and recycled plastic bottle units: Cleared
New brewery and ethanol manufacturing unit: Approved
Cement manufacturing projects: In the pipeline
In the hospitality sector, Tata Group will set up a Taj Gateway hotel in Jagiroad, while another company plans a Marriott hotel in Guwahati.
