New Delhi: The government has issued a notification allowing the distribution of Superior Kerosene Oil (SKO) under the Public Distribution System (PDS) to 21 states and union territories, citing concerns over disruptions in global energy supplies.
The move is aimed at ensuring uninterrupted access to essential fuel for economically vulnerable households, particularly in regions where kerosene continues to be used for cooking and lighting.
Therefore, oil marketing companies (OMCs) have been permitted to temporarily store up to 2,500 litres of SKO at existing petrol pumps. This relaxation has been granted under the provisions of the Petroleum Act and associated rules, which otherwise prescribe stricter limits on storage and handling of such products.
“In view of the prevailing global energy supply situation, it has been decided to allow allocation and distribution of SKO under the Public Distribution System to select states and Union Territories to ensure availability to eligible beneficiaries.” Officials said.
The statement further added that OMCs may utilise existing retail outlets for storage and distribution, subject to adherence to safety norms.
“As a temporary measure, storage up to 2,500 litres of SKO at petrol pumps is permitted under relaxed regulatory provisions, while ensuring compliance with safety and operational guidelines,” it added.
Officials indicated that the decision is intended to strengthen last-mile delivery and address potential supply constraints arising from international market volatility. The measure is also expected to ease logistical challenges by leveraging existing fuel retail infrastructure.
Industry observers said the step could help stabilise kerosene supplies in remote and underserved areas, though effective monitoring would be essential to prevent diversion and ensure that subsidised fuel reaches intended beneficiaries.
The government has clarified that the relaxation is time-bound and will be reviewed periodically based on the evolving global energy scenario. Authorities will monitor stock levels and distribution closely to assess the effectiveness of the measure.
The decision highlights the government’s continued focus on energy security and welfare support amid uncertain global supply conditions.
