Gangtok, May 28 (APAC Media): Sikkim has been officially declared a Fully Literate State under the ULLAS (Understanding of Lifelong Learning for All in Society) initiative.
The announcement about the achievement was made during the convocation ceremony of Sikkim University in Gangtok, in the presence of President Droupadi Murmu.
With this, Sikkim has become the third state in the northeast and the fifth in the country to achieve this milestone. Other states in India that have achieved the status of full literacy include Mizoram, Goa, Tripura, and Himachal Pradesh. The list also includes the union territory of Ladakh, Chandigarh, and the Andaman and Nicobar.
What is the ULLAS initiative?
The ULLAS initiative was launched by the Ministry of Education in alignment with the National Education Policy (2020). It aims to promote adult education, functional literacy, and lifelong learning for individuals aged 15 years and above, while also fostering continuous learning and skill development.
Under the initiative, literacy is defined “as the ability to read, write, and compute with comprehension—that is, to identify, understand, interpret, and create—along with critical life skills such as digital and financial literacy.”
A state or UT is declared fully literate when it has achieved a “literacy rate of 95% or above, acknowledging that 100% literacy is unfeasible due to factors such as advanced age and intellectual disabilities.”
