DK Shivakumar to Become Karnataka CM After Sidda’s Exit

Summarize with:

Noida, May 28 (APAC Media): Karnataka politics is witnessing one of its biggest leadership shifts in recent years as Congress leader DK Shivakumar prepares to take over as the next Chief Minister following Siddaramaiah’s resignation.

For years, Shivakumar remained one of Congress most influential political organisers in Karnataka, a leader known not just for electoral politics, but for managing crises, handling negotiations and keeping the party structure together during some of its most unstable phases.

Now, after decades in state politics, the Congress troubleshooter appears set to finally occupy the top political chair in Karnataka.

The emotional visuals from Bengaluru where Shivakumar touched Siddaramaiah’s feet and hugged him warmly ahead of the transition quickly became symbolic of the changing political moment.

Publicly, the message projected unity and respect between the two senior Congress leaders.

Politically, it marked the possible beginning of a new power structure inside Karnataka Congress.

From NSUI Politics to the Karnataka Assembly

Long before becoming Deputy Chief Minister or Karnataka Congress president, DK Shivakumar began his political journey through the National Students’ Union of India (NSUI), the student wing of Congress, during the early 1980s.

At a young age, he became president of the NSUI Bengaluru district unit between 1981 and 1983. While studying at Ram Narayan Chellaram College in Bengaluru, he also became active in Youth Congress politics and later served as General Secretary of the Karnataka Youth Congress unit.

Even during his early political years, Shivakumar was known for strong organisational skills and an aggressive political style.

His first major political challenge came in 1985 when Congress fielded him against senior Janata Dal leader HD Deve Gowda from the Satanur Assembly constituency.

Shivakumar lost the election, but the defeat became only the beginning of his political rise.

In 1987, he was elected to the Bengaluru Rural Zilla Panchayat from Satanur, and in 1989 he won the Assembly election from the same constituency, officially entering Karnataka’s legislative politics.

The Rise Of Congress Political Operator

Throughout the 1990s and early 2000s, Shivakumar steadily strengthened his position inside Karnataka Congress.

In 1991, he played an important role during the S Bangarappa government phase and was appointed Minister for Prisons, becoming one of the youngest ministers in the cabinet at the time.

His political journey, however, was not always smooth.

In 1994, after reportedly being denied a Congress ticket because of internal party opposition, Shivakumar contested as a rebel candidate and still managed to continue his electoral winning streak, a move that strengthened his image as a politically resilient leader.

His influence grew further during the SM Krishna era.

When Congress returned to power in Karnataka in 1999, Shivakumar was viewed as one of the important organisational figures behind the campaign. He later handled key portfolios including Cooperation and Urban Development and also served as Chairman of the State Planning Board.

Around the same period, he defeated HD Kumaraswamy, son of former Prime Minister HD Deve Gowda in the Satanur constituency, further cementing his political influence in the Old Mysore region.

Over time, Shivakumar emerged as one of Congress’ strongest leaders in Karnataka and built a loyal organisational network within the party.

How Coalition Politics Turned DKS Into Congress’ Crisis Manager

The coalition years played a major role in shaping Shivakumar’s political identity.

When the Congress-JD(S) coalition government was formed in 2004, Shivakumar initially did not find a place in the cabinet despite his growing political influence.

But the years that followed transformed his standing within the Congress party.

By the late 2010s, Shivakumar had become one of Congress’ most trusted political managers during unstable political situations.

His importance grew sharply during the 2018 Congress-JD(S) coalition phase, when Karnataka witnessed repeated political tensions, MLA movement drama and constant instability.

During that period, Shivakumar emerged as one of the key leaders handling coordination, negotiations and internal communication within the alliance.

National attention shifted towards him during the resort politics phase, and many Congress leaders privately credited him with helping keep the coalition structure together during repeated political crises.

Inside Congress, his image as the party’s “crisis fixer” became stronger than ever.

ED Arrest, Political Comeback and Rebuilding Congress

In 2019, Shivakumar faced one of the toughest phases of his political career after he was arrested by the Enforcement Directorate in an alleged money laundering case. Earlier, the Income Tax Department had also conducted raids linked to him.

The developments turned him into a major political talking point in Karnataka.

However, rather than weakening his influence, the episode appeared to deepen his support among Congress workers and loyalists.

In March 2020, Sonia Gandhi appointed him Karnataka Pradesh Congress Committee (KPCC) president at a time when the party was struggling organisationally after setbacks in the Lok Sabha elections and the collapse of the coalition government.

As KPCC chief, Shivakumar focused heavily on rebuilding Congress’ grassroots structure and reconnecting with workers across Karnataka.

His role during the Bharat Jodo Yatra in Karnataka significantly boosted his visibility inside the party, while his aggressive campaign management during the 2023 Assembly elections helped Congress return to power with a massive victory.

The victory ended BJP’s rule in the only southern state it governed at the time.

The CM Battle of 2023 and the wait that continued

When Congress won Karnataka in 2023, many within the party believed DK Shivakumar had finally reached the moment he had waited for throughout his political career.

But the leadership decision once again became a delicate balancing exercise for the Congress high command.

Siddaramaiah remained Congress’ biggest mass leader in Karnataka with strong support among MLAs and backward communities, while Shivakumar represented the organisational and strategic backbone of the Congress campaign.

After days of negotiations in Delhi, Congress eventually chose Siddaramaiah as Chief Minister, while Shivakumar accepted the Deputy Chief Minister’s post and continued as KPCC chief.

Even after the government was formed, political discussions around a reported “2.5-year rotational Chief Minister formula” between both leaders never completely disappeared.

As the government crossed its halfway mark, pressure from Shivakumar supporters reportedly began increasing once again.

Now, with Siddaramaiah stepping down, that long political wait appears set to finally end.

DK Shivakumar’s Biggest Political Test Begins Now

For years, DK Shivakumar operated as Congress’ organiser, strategist and crisis manager in Karnataka politics.

As Chief Minister, however, he will now step into a very different role one that comes with greater scrutiny, bigger expectations and the challenge of balancing competing power centres within Karnataka Congress.

He will also inherit the responsibility of keeping the party united ahead of the 2028 Karnataka Assembly elections while managing caste equations, organisational reshuffles and leadership expectations within the state unit.

From student politics and early electoral defeats to becoming the central figure in Karnataka’s biggest political transition, Shivakumar’s rise has already become one of the state’s most significant political stories.

And now, after decades in Karnataka politics, DK Shivakumar’s longest wait will finally be over.
