Bhubaneswar, June 27 (APAC Media): Former IAS officer Sujata Rout Karthikeyan, wife of bureaucrat-turned-politician V.K. Pandian, has formally joined the Biju Janata Dal (BJD), triggering renewed political speculation in Odisha.
Her induction into the party comes several months after Pandian withdrew from active politics following the BJD’s setback in the 2024 Assembly and Lok Sabha elections.
Welcoming her into the party, BJD president Naveen Patnaik said Sujata would start as a regular party worker while continuing her work for women’s welfare. He also reaffirmed that he would personally lead the party into the next elections, ending speculation about the party’s leadership.

A 2000-batch IAS officer, Sujata Rout Karthikeyan, resigned from the civil services in March 2025 after a 24-year tenure in Odisha administration.
Originally from the Kendrapara district, she earned a reputation as an efficient administrator with a strong emphasis on women, children and social welfare.
During her service, she held several key postings, including Collector of Sundargarh district, where she launched a bicycle distribution scheme for tribal schoolgirls aimed at reducing dropout rates. The initiative was subsequently expanded across Odisha.
Face Behind Mission Shakti
Sujata Rout Karthikeyan played a key role in strengthening Mission Shakti, one of the flagship programmes of the Naveen Patnaik-led government in Odisha. Under her leadership, the initiative was expanded to enhance support for women’s self-help groups through improved access to credit, entrepreneurship opportunities, and livelihood promotion.
She also briefly served as secretary of culture and was instrumental in the organisation of the first World Odia Language Conference held in Bhubaneswar.

Educational Background
An academic achiever, Sujata Rout Karthikeyan graduated in political science from Lady Shri Ram College under the University of Delhi, where she topped the university.
She later completed her master’s in international politics from Jawaharlal Nehru University and was awarded the prestigious Ashok Bamawale Award for Best Officer Trainee at the Lal Bahadur Shastri National Academy of Administration.
