New Delhi: The central government will release its long-awaited Artificial Intelligence (AI) governance framework by 28 September, establishing safety boundaries to protect citizens from potential AI-related harm while keeping the rules non-prescriptive.
Union IT Minister Ashwini Vaishnaw announced the move on 18 September, stressing that the framework will strike a balance between innovation and regulation rather than impose rigid mandates.
Vaishnaw stated that the guidelines have been developed through over 3,000 stakeholder consultations led by Principal Scientific Adviser Ajay Kumar Sood. The document will define checks and balances for AI developers and users, outlining how harm to individuals should be addressed as adoption accelerates. Provisions critical to public safety could later be codified into law, while other elements will remain part of a flexible framework.
He also underscored that AI safety will be central to the AI Impact Summit, scheduled for 19–20 February 2026 in India and to be inaugurated by Prime Minister Narendra Modi.
India will also push for a consensus-driven global governance model for AI at the high-profile event, which is expected to draw heads of state and delegations from across the world. Coordination with the Ministry of External Affairs is underway to finalise the invitee list, including deliberations on whether to invite countries such as China, which skipped previous AI summits in the UK, South Korea and France.
Addressing rising concerns over deepfakes and synthetic content, Vaishnaw said the new framework will lay out clear boundaries for tackling misuse. “As AI applications expand, we must ensure proper safeguards are in place to protect citizens,” he noted.
India’s AI Impact Summit follows earlier global meetings — the 2023 AI Safety Summit in the United Kingdom, the 2024 AI Summit in South Korea and the 2025 AI Action Summit in France. With its upcoming framework and leadership role, the central government aims to position itself at the forefront of shaping international norms for responsible and secure AI development.
