New Delhi: The Directorate General of Civil Aviation (DGCA) on Tuesday launched Electronic Personnel Licence (EPL) services for Airline Transport Pilot Licence (ATPL), marking a significant step in the regulator’s ongoing digital transformation drive. The service was inaugurated at an event held at the DGCA Headquarters.
Director General of Civil Aviation, Faiz Ahmed Kidwai, said the introduction of EPL for ATPL is an important milestone in strengthening India’s civil aviation regulatory framework through secure, modern and future-ready digital systems.
He commended the DGCA teams and technology partners involved in executing the initiative and acknowledged the cooperation of industry stakeholders in adopting the new digital platform.
The Electronic Personnel Licence is a secure digital licence embedded with International Civil Aviation Organisation (ICAO)-compliant security features.
These safeguards are designed to ensure authenticity, prevent tampering and allow real-time verification of licences. Pilots can access their EPLs through the eGCA mobile application, enabling easier and faster availability of licence credentials.
The DGCA began rolling out the Electronic Personnel Licence framework in February 2025, initially covering Commercial Pilot Licence (CPL) and Flight Radio Telephone Operator’s (Restricted) Licence (FRTOL).
With the inclusion of ATPL under the EPL system, the regulator has further expanded its digital services portfolio.
The move underscores DGCA’s focus on improving efficiency, enhancing transparency and strengthening service delivery across India’s civil aviation ecosystem.
