Noida, June 9 (APAC Media): The government has notified the Coal Exchange Rules, 2026, paving the way for the establishment of coal exchanges aimed at reforming coal trading through a transparent and market-driven system.
According to an official PIB release, the reform is based on the Mines and Minerals (Development and Regulation) Amendment Act, 2025, which introduced the concept of a mineral exchange and empowered the Centre to facilitate organised trading of minerals, including coal and its processed forms.
The rules were published in the Official Gazette on June 4, 2026.
The Coal Controller Organisation (CCO) has been designated as the authority responsible for registering and regulating coal exchanges in the country.
Under the framework, eligible entities will be authorised by the CCO to establish and operate coal exchanges, frame market rules and by-laws, and facilitate coal trading. Registrations will be valid for 25 years, the release said.
The government said the initiative marks a structural shift in coal marketing, moving from a traditional “one-to-many” sales system to a competitive “many-to-many” trading platform.
The PIB statement said the mechanism will “enable transparent and market-driven price discovery, improve efficiency, and provide coal producers, including commercial and captive miners, with easier access to a wider pool of buyers.”
It added that public sector coal companies will also be able to use the platform to expand market participation.
The initiative is part of broader reforms aimed at enhancing ease of doing business and improving transparency in the energy sector. It is expected to strengthen energy security, support industrial growth and contribute to the vision of Viksit Bharat, the statement said.
