Thiruvananthapuram/New Delhi, June 24 (APAC Media): Kerala has appointed senior IAS Bishwanath Sinha (1992 batch) as its next Chief Secretary.
A veteran bureaucrat with decades of administrative experience, Sinha will now head the state’s top civil administration.
His appointment follows Kerala’s long standing tradition of selecting the Chief Secretary based on seniority and experience.
Cabinet Clears Appointment
The decision was taken by the state cabinet on Wednesday.
Currently serving as Additional Chief Secretary (Home), IAS Bishwanath Sinha will succeed Dr A. Jayathilak, who is set to retire on June 30.
Sinha will assume charge on July 1 and is expected to remain in service until September 2028.
How IAS Bishwanath Sinha Emerged as the Frontrunner
Sinha’s elevation came after IAS Sanjeev Kaushik chose to continue in his role at the Asian Development Bank.
Another officer senior to Sinha, Manoj Joshi, who is on central deputation, was also not under consideration.
With the two senior-most contenders unavailable, the path was clear for Sinha to take over as Kerala’s next Chief Secretary.
Officials said the government followed the principle of seniority in making the appointment.
Finance Secretary K.R. Jyothilal was also seen as a strong contender. However, with his tenure extending till 2029, he is likely to remain in consideration for the top post in the future.
Experience in Kerala’s Home Department
Before his elevation, Sinha served as Additional Chief Secretary (Home), one of the most influential positions in the Kerala government.
Since taking charge in June 2023, he has overseen key areas related to law and order, internal administration and governance.
His experience in the Home Department is seen as a major factor behind his appointment to the state’s top bureaucratic post.
Education and Early Career of IAS Bishwanath Sinha
Born in Bihar in 1968, IAS Bishwanath Sinha is a 1992-batch IAS officer with over three decades of administrative experience.
He holds a Master’s degree in Geography from the University of Delhi and joined the IAS through direct recruitment after clearing the UPSC Civil Services Examination.
Fluent in Hindi, English and Malayalam, Sinha is regarded as one of the most experienced officers in the Kerala cadre.
District-Level Administrative Experience
Over a career spanning more than three decades, Sinha has held a wide range of key assignments across district, state and central government administrations.
He served as District Collector of Wayanad, Kozhikode and Kottayam, gaining extensive experience in grassroots governance, public service delivery and development administration.
Key Departments Handled
Over the years, Sinha has handled several key departments, including Home, Finance, Personnel, Planning, Taxes, NORKA, SC/ST Welfare, and Social Justice.
His experience across governance, economic administration and social sector departments has earned him a reputation as a versatile and policy-driven administrator.
Stint with the Central Government
Sinha has also served on central deputation as Joint Secretary in the Ministry of Environment, Forest and Climate Change.
During his tenure, he handled key policy matters related to environmental governance and sustainable development, adding valuable experience at the national level to his administrative profile.
Role as Kerala’s Chief Secretary
As Chief Secretary, Sinha will serve as Kerala’s senior-most civil servant and principal advisor to the state government on administrative matters.
He will be responsible for coordinating government departments, overseeing policy implementation, monitoring key development projects and acting as the crucial link between the state and the Centre.
His extensive administrative experience is expected to play a key role in driving governance and development initiatives across the state.
A Long Tenure Ahead
Sinha is expected to have a tenure of more than two years as Chief Secretary, providing rare continuity at the top of Kerala’s bureaucracy.
The extended term is likely to support the government’s long-term governance and development priorities while ensuring administrative stability.
With experience spanning finance, home affairs, planning, district administration and central policymaking, Sinha brings a diverse and seasoned administrative profile to the state’s top bureaucratic post.
