Patna, July 22 (APAC Media): The Bihar government has proposed the creation of the Bihar Urban Development Authority (BUDA) to drive planned urban expansion through greenfield satellite townships and modern urban centres across the state.
The proposed legislation was introduced in the Bihar Assembly on the opening day of the Monsoon Session.
Once enacted, the authority will function as the state’s nodal body for planning, developing and monitoring major urban infrastructure projects.
Single Agency for Urban Development
The proposed authority will identify areas for future urban expansion and prepare comprehensive development plans for new townships.
It will focus on developing well planned cities with modern infrastructure, better public services and sustainable urban growth.
The government expects the initiative to attract private investment and generate employment across Bihar.
Modern Infrastructure in New Townships
The authority will oversee the development and maintenance of key urban infrastructure, including roads, public transport, drinking water supply, sewerage, drainage, solid waste management, electricity and digital connectivity.
It will also be responsible for creating essential public amenities such as schools, hospitals and other civic facilities in newly developed urban areas.
Dedicated Urban Development Fund
The government has also proposed the creation of the Bihar Urban Development Fund to finance infrastructure projects.
The authority will be empowered to mobilise resources through government grants, budgetary support, bonds, debentures and other approved financial instruments.
It will also be authorised to collect fees, charges and cess to support development activities.
Chief Secretary to Head Authority
According to the proposed Bill, the Chief Secretary of Bihar will serve as the Chairperson of the authority.
The Vice-Chairperson will be the Additional Chief Secretary, Principal Secretary or Secretary of the Urban Development and Housing Department.
Senior officials from finance, industries, tourism, environment, energy, water resources, road construction and other departments will be members.
A Special Secretary-level officer or above will be appointed as the Chief Executive Officer.
Push for Planned Urban Growth
The proposed authority is aimed at bringing all major urban development decisions under a single institutional framework to improve coordination and speed up project execution.
The government believes planned satellite townships and integrated infrastructure development will support sustainable urbanisation, strengthen the state’s economy and improve the quality of life for residents.
