Gandhinagar, August 7 (APAC Media): The Gujarat government has announced a fresh statewide rollout of its flagship Seva Setu programme, with a renewed focus on identifying every eligible beneficiary of government welfare schemes before delivering services through village- and ward-level camps later this year.Â
The initiative aims to improve last-mile service delivery by ensuring citizens receive government benefits closer to their homes while reducing delays caused by documentation and procedural hurdles.
Two-phase rural implementation
Under two resolutions issued by the General Administration Department, the government has approved the implementation of Rural Seva Setu 2.1 in two phases, while the 12th phase of Urban Seva Setu will be conducted from September 21 to October 9. Detailed implementation guidelines have been circulated to districts, talukas, gram panchayats, municipalities, and municipal corporations across the state.
The first phase of Rural Seva Setu 2.1 will run from August 6 to September 19, focusing on preparatory work to identify eligible beneficiaries and complete the documentation required for them to access government schemes.
During this phase, officials will provide services related to Aadhaar cards, ration cards, and income certificates, while facilitating bank account opening, e-KYC completion, enrolment under the Pradhan Mantri Jan Arogya Yojana (PM-JAY), and the preparation of other essential documents.
The second phase, scheduled from September 21 to October 9, will feature cluster-level camps across villages where beneficiaries identified during the preparatory phase will receive government services and welfare benefits on the spot. The government said the initiative is designed to achieve saturation, ensuring all eligible citizens are covered under key welfare programmes.
Wide range of services under one roof
The Seva Setu camps will function as single-window service centres, enabling citizens to apply for and receive multiple government services at one location.
Services available at the camps will include Aadhaar cards, ration cards, income certificates, mutation of inheritance records, PM-JAY enrolment, Jan Dhan accounts, PM Kisan Samman Nidhi, Kisan Credit Cards, the Matrushakti Yojana, the SVAMITVA Scheme, banking services, Scheduled Caste certificates and the Ganga Swarupa Arthik Sahay Yojana, among others.
Officials from various departments will be present to process applications, with most services expected to be delivered during the camps. Cases requiring additional verification will be resolved within seven days.
Digital inclusion and special assistance
The programme also includes a digital inclusion component, with citizens receiving guidance on digital payments, the BHIM application, and other online government services. Separate arrangements will be made for senior citizens, persons with disabilities, and women to ensure easier access to public services.
Implementation will be monitored through committees constituted at the district, taluka, municipal corporation, and municipality levels. These committees will oversee digital tracking of applications and ensure timely disposal of cases.
According to the state government, the Seva Setu programme has benefited more than 3.7 crore citizens across rural and urban Gujarat between 2016 and 2025. The latest statewide exercise seeks to build on that success by expanding coverage, accelerating service delivery and strengthening administrative monitoring.
