Chandigarh, September 10 (APAC Media): The Punjab Government has introduced significant changes to building regulations, easing norms for commercial properties, rooftop solar systems, basement parking and recreational facilities, while strengthening safety provisions for structures located near high-tension power lines.
The changes were notified by the Housing and Urban Development Department through the Punjab Urban Planning and Development Building (Second Amendment) Rules, 2026, on September 7. The amendment modifies the 2021 building rules.
Commercial and Solar Norms Relaxed
Under the revised rules, booths, shops and shop-cum-offices can have a maximum floor-to-floor height of 5 metres, up from 4.27 metres earlier, giving developers greater flexibility in commercial design.
Solar panel structures can now extend up to 2.4 metres above the terrace without being included in the building’s overall height or Floor Area Ratio (FAR). A terrace toilet measuring up to 6 square metres and 2.75 metres in height will also be exempt from FAR and height calculations.
Car Lifts Permitted for Basement Parking
Plots of up to 3,000 square metres can now use car lifts to access basement parking, subject to prescribed conditions. Separate provisions apply to car showrooms and workshops.
The existing parking requirements remain applicable based on building type and dwelling units. Regular lifts may also extend to terrace level, while lifts, escalators and moving walkways must comply with applicable laws and the National Building Code, 2016.
