Srinagar: The Ministry of Home Affairs recently announced the appointment of senior IAS officer Atal Dulloo, of the 1989 AGMUT cadre, as the Chief Secretary of Jammu and Kashmir starting December 1. Dulloo is set to succeed IAS officer Arun Kumar Mehta, who is retiring after reaching the age of superannuation.
The appointment comes after nine days of Dulloo’s repatriation to his parent (AGMUT) cadre by the Appointments Committee of the Cabinet. This decision followed a request from the Ministry of Home Affairs, where Dulloo was serving as the Secretary in the Department of Border Management. He had been on central deputation from Jammu and Kashmir since June 2023.
Prior to his central deputation, Atal Dulloo held the position of Financial Commissioner in the Agriculture Production Department of Jammu and Kashmir. His previous experience also includes serving at the Centre on deputation as Joint Secretary in the Department of Rural Development for a period of five years.
Notably, IAS Atal Dulloo is the first individual from Jammu and Kashmir to assume the top bureaucratic position in the Union Territory since 2017. IAS officer B R Sharma, hailing from Kathua district, occupied the position from 2015 to 2017.
His work experience spans across various districts, including roles as a sub-divisional magistrate in Ladakh and Deputy Commissioner in at least four districts. Dulloo’s contributions during the pandemic, particularly in the expansion of medical infrastructure, have been widely acknowledged.
