Budget 2025: Rs 98,311 Crore Allocation for Healthcare, Expansion of Medical Seats, and Cancer Care Centers

Finance Minister Nirmala Sitharaman, in her eighth consecutive Union Budget presentation, announced a Rs 98,311 crore allocation for the healthcare sector in 2025. The budget focuses on expanding medical education, strengthening cancer treatment facilities, making essential medicines more affordable, and improving healthcare accessibility across the country.

Key Healthcare Announcements

1. 75,000 New Medical Seats in Five Years

To address the rising demand for healthcare professionals, the government has set a target to add 75,000 new medical seats over the next five years. In the coming year, 10,000 additional seats will be introduced in medical colleges and hospitals. Sitharaman highlighted that medical education seats have increased by 130% over the past decade, reaching 1.1 lakh UG and PG seats.

2. 200 Day-Care Cancer Centers to Be Established

To enhance cancer care facilities, 200 new day-care cancer centres will be set up in 2025-26. Additionally, district hospitals across India will be equipped with day-care cancer centres over the next three years, ensuring wider access to treatment.

3. Lower Costs for Life-Saving Medicines

In a major relief for patients, 36 life-saving drugs will be exempted from basic customs duty, making them more affordable. Another six critical medicines will attract a concessional customs duty of 5%. The exemptions will also apply to bulk drugs used in the production of these medicines, reducing costs for manufacturers and consumers.

4. Enhanced Nutritional Support Under Saksham Anganwadi & Poshan 2.0

The government will strengthen nutrition programs under Saksham Anganwadi and Poshan 2.0, ensuring better support for:

    • 8 crore children

    • 1 crore pregnant women and lactating mothers

    • 20 lakh adolescent girls in aspirational districts and the northeastern region.

5. Boost to Medical Tourism with ‘Heal in India’

The ‘Heal in India’ initiative will be promoted in partnership with the private sector to boost medical tourism. This includes capacity building, improving healthcare infrastructure, and easing visa norms to attract international patients seeking medical treatment in India.

6. Healthcare Coverage for Gig Workers Under PM-JAY

Sitharaman announced that gig workers will be covered under the Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PM-JAY), ensuring access to quality healthcare. This initiative is expected to benefit nearly 1 crore gig workers across India.

Expert’s Take

The Union Budget 2025 has introduced significant measures to enhance healthcare accessibility, particularly for patients battling chronic and life-threatening diseases. A major highlight is the exemption of patient assistance programs run by pharmaceutical companies from Basic Customs Duty (BCD), ensuring life-saving medicines are more affordable. Additionally, 36 essential drugs have been exempted from BCD, while six others benefit from a concessional 5% duty, easing financial burdens on patients.

Prabhat Shrivastava, Promoter, Founder & CEO of VitusCare, lauded these initiatives, stating, “The government’s decision to fully exempt patient assistance programs from BCD is an important step in ensuring life-saving medicines reach those in need without financial barriers. While this budget is commendable, we urge a similar focus on kidney-related diseases in future policies.”

The budget also prioritizes medical education and AI integration in healthcare. Aditya Kandoi, CEO and Founder of Redcliffe Labs emphasized, “AI-driven education and the addition of 10,000 medical seats next year are steps toward a future-ready healthcare system. We envision a shift from reactive to predictive and personalized healthcare, ensuring quality diagnostics become a right, not a privilege.”

Overall, the budget marks progress in affordability, accessibility, and innovation, setting the stage for a stronger healthcare ecosystem.

Mr. Tarun Gupta, Co-Founder at LISSUN, expressed his support, stating, “The expansion of medical education and the focus on specialized training will positively impact the mental health sector. The new Fund of Funds is a promising move to foster innovation in mental health technology and services. However, mental health integration into primary healthcare and insurance coverage remain essential priorities.”

Saurav Kasera, Co-Founder and CEO of Clirnet and DocTube, emphasized the importance of quality education and rural healthcare access: “Increasing medical seats is positive, but quality and employment opportunities for doctors are equally important. Special incentives to encourage doctors to practice in rural areas are vital for creating an accessible and equitable healthcare system.”

The establishment of daycare oncology centres in district hospitals also marks a significant step toward making healthcare more accessible, but effective coordination between state and central governments will be key.

Paving the Way for a Healthier, More Accessible India

The Union Budget 2025 sets a strong foundation for transforming India’s healthcare landscape with its focus on affordability, education, and accessibility. With initiatives such as the expansion of medical seats, day-care cancer centres, and the inclusion of gig workers under PM-JAY, the government is addressing the critical needs of both patients and healthcare professionals. As experts suggest, while the budget marks significant progress, continued focus on mental health, rural healthcare, and innovations in personalized medicine will be essential for creating a truly equitable healthcare ecosystem in India. The road ahead looks promising, but collaborative efforts across sectors will be key to ensuring these initiatives reach every corner of the nation.
