New Delhi: Assam Chief Minister Himanta Biswa Sarma on 26 May announced that the state is in advanced talks with the Asian Development Bank (ADB) to secure a major loan for the development of the upcoming Ratan Tata Electronic Manufacturing City in Jagiroad.
The announcement regarding Ratan Tata Electronic Manufacturing City was made during the recent Assam Electronics Roundtable 2025 held in New Delhi.
Highlighting progress on the ground, CM Sarma noted that while negotiations with ADB are ongoing, infrastructure development in and around Jagiroad has already picked up momentum.
“Several activities are underway, and infrastructure work has made considerable progress,” he said.
To support the region’s growing electronics manufacturing ecosystem, the state is also investing heavily in skill development. A dedicated institution, Assam Skill University, is being established to meet the manpower demands of the electronics and semiconductor industries.
According to reports, ADB has already sanctioned a loan of Rs 1,000 crore for this university, which is expected to commence classes within the next three months. The facility is specifically tailored to support Tata Group’s manufacturing plans in the Northeast state.
Additionally, CM Sarma informed that the Northeast Skilling Institute in Guwahati has been launched in collaboration with the Government of Singapore to further enhance workforce training.
In terms of policy support, Assam CM has also stated that industries establishing electronic component manufacturing units in the state to benefit from a combination of central and state incentives.
These include Assam’s dedicated Electronics Component Manufacturing Policy, the central government’s policy framework and a top-up scheme called Unnati, which is specifically designed for the Northeast region.
Describing the policies as “good and attractive,” CM Sharma said they would serve as strong incentives to drive investments.
Providing an update on the Jagiroad Semiconductor Plant, CM Sharma said construction work is on track, with chip production expected to begin by the end of 2025 or early 2026.
“We hope to produce the first chips by year-end or early next year,” he stated.
CM Sarma also emphasised the return of skilled professionals to the state and said: “Tata has already brought back a significant amount of talent to Assam. We aim to both nurture young professionals and encourage experienced individuals from across India and abroad to return.”
