New Delhi: Prime Minister Narendra Modi will launch youth-oriented initiatives worth over Rs 62,000 crore on October 4 in New Delhi, with significant emphasis on skill development and higher education, particularly in Bihar.
A major highlight is the Rs 60,000 crore Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme. It seeks to modernise 1,000 Industrial Training Institutes across India under a hub-and-spoke model, involving 200 hub ITIs and 800 spoke ITIs. The project will follow a government-owned but industry-managed framework, with international co-financing from the World Bank and Asian Development Bank. The first phase will prioritise ITIs in Patna and Darbhanga.
The Prime Minister will also launch 1,200 vocational skill labs in Navodaya Vidyalayas and Eklavya Model Residential Schools across 34 states and union territories. These labs, spread across 12 high-demand sectors such as IT, logistics and automotive, will be supported by 1,200 trained vocational teachers.
In Bihar, measures include the Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, which offers a Rs 1,000 monthly allowance and training to five lakh graduates, and the Bihar Student Credit Card Scheme that provides interest-free education loans up to Rs 4 lakh. Data shows 3.92 lakh students have already received loans totalling Rs 7,880 crore. Modi will also inaugurate the Bihar Yuva Ayog and the Jan Nayak Karpoori Thakur Skill University.
Under the PM-Uchchatar Shiksha Abhiyan, new academic and research facilities will be set up in four Bihar universities. The Prime Minister will further dedicate NIT Patna’s Bihta campus and distribute appointment letters to nearly 4,000 recruits alongside Rs 450 crore in scholarships to 25 lakh students.
These initiatives combine skilling, education, and employment, reflecting an effort to strengthen youth-focused infrastructure at both national and state levels.
