Ranchi: The Jharkhand government has appointed IAS Avinash Kumar (1993 batch) as the new Chief Secretary of the state. He succeeds IAS Alka Tiwari in the role.
The Department of Personnel, Administrative Reforms, and Official Language issued a notification confirming his appointment. Along with his new role, Kumar will continue to hold additional responsibilities as Additional Chief Secretary to the Chief Minister and Resident Commissioner at Jharkhand Bhawan in New Delhi.
Before taking charge as Chief Secretary, Kumar was handling several key assignments simultaneously. As Additional Chief Secretary in the Chief Minister’s Office (CMO), he worked on major governance priorities. He also served as Development Commissioner, overseeing development projects and inter-departmental coordination.
In the energy sector, he played a crucial role as Additional Chief Secretary of the Energy Department, Chairman-cum-Managing Director of Jharkhand Urja Vikas Nigam Ltd. (JUVNL), and Managing Director of Jharkhand Bijli Vitran Nigam Ltd. (JBVNL), where he led efforts to improve power distribution and consumer services.
His tenure as Resident Commissioner in New Delhi saw him represent Jharkhand’s interests at the national level, coordinating with various Union ministries.
Kumar’s elevation comes at a time when Jharkhand is focusing on key development programs, power sector reforms, and improving governance systems. His long track record in infrastructure, power distribution, and development planning is expected to help boost inter-departmental coordination, speed up welfare program implementation, and ensure policy continuity during political and administrative transitions.
