The scheme aims to improve education, healthcare, and the overall living conditions of tea garden workers and their families across North Bengal.
It was approved by the state-level implementation committee, paving the way for its rollout across tea garden areas in North Bengal.

Education has received the largest share of the allocation under the Chai Shramik Shiksha Yojana.
The government has earmarked ₹177 crore to strengthen educational infrastructure for children of tea garden workers.
The initiative will focus on:
- Upgrading school infrastructure
- Improving learning facilities
- Expanding access to quality education in tea garden areas
The objective is to ensure better educational opportunities for children in remote plantation communities.
Healthcare is another key focus of the scheme.
Under the Chai Shramik Health Security Scheme, the government has allocated ₹72 crore to improve healthcare services in tea garden areas.
The funds will be used to:
- Strengthen primary healthcare infrastructure
- Expand medical services in tea garden regions
- Improve access to treatment and preventive healthcare
The initiative aims to provide better health security for tea garden workers and their families.
Housing and worker amenities have also been prioritised under the scheme.
Under the Chai Shramik Awas Yojana, the government has allocated ₹63 crore to construct 321 modern rest shelters for tea garden workers.
Of these:
- 88 will be built in hilly areas
- 233 will be constructed in the plains
The shelters will be equipped with:
- Solar power systems
- Safe drinking water
- Seating facilities
- Sanitary toilets with ceramic flooring
The North Bengal Development Department has been entrusted with implementing the scheme.
It will work in coordination with:
- Health Department
- Paschim Banga Samagra Shiksha Mission
- District administrations
The government said the coordinated approach will help ensure timely implementation of welfare projects in tea garden areas.
The government said the initiative is expected to improve the overall quality of life of tea garden workers by addressing gaps in education, healthcare, housing, and basic infrastructure.
Officials described the scheme as a long-term investment in the welfare of tea garden communities and their families.
With an outlay of ₹313.30 crore, PMCSY is expected to strengthen essential services and support the socio-economic development of tea garden regions across North Bengal.
