Hyderabad: The Centre for Human Security Studies (CHSS) conducted a press conference to commemorate India’s security competence and has put an emphasis on the securitization of Artificial Intelligence.
On this occasion the importance of Artificial Intelligence and its implications to human security was reiterated by Dr. A Ashok, IAS (Retd), Principal advisor to Centre of Excellence (CoE) on AI; Dr. Ramesh Kanneganti Founder & Executive Director CHSS; Mr. Jitender Ayyadevara, Director, Strategic Communications; media, other scholars and students.
CoE-AI has received nearly 1500 applications to work in the capacity of Research interns, Research Associates, and Research Fellows. Shortlisted candidates are expected to join the centre at the earliest. CoE-AI is open to collaborate with policy institutions, Universities, and government organizations.
Dr. Ashok recognized the activities conducted by CHSS such as workshops and seminars, training to police, technocrats to let them know the impacts of AI. There are both constructive and malicious effects of AI.
The speaker also recognized the need to regulate the research so that only good aspects would come out of the AI R&D. The awareness of the same is not present in the public domain. CHSS has been doing effectively in this domain.
“We take this as a challenge to let people know about this rapid development. The era where computers would be laid off and robots would be taken in to account _-what would COE do? Provide policy inputs to various levels of government-be it state, central and private companies,” Dr Ashok said.
Jitender Ayyadevara, Director, Strategic Communications, said: “CHSS has been doing great work from the past decade. Its interaction with bureaucrats, students, institutes of government and education, has led to useful inputs to the security policies. In the similar way, the impact of AI has been felt not only within the political borders, but it also has the capacity to change the fabric of international order. The power of the country is defined by its strength in the R&D of AI but not on the military. In such a scenario, where does India stand?”
“CoE would assess such scenarios and analyse which stand India shall take in this aspect. Not just the external affairs, but also the human security issues such as water, energy, agriculture, food would be looked at from the perspective of AI. Further, CoE would be in the forefront – generating the pool of experts within the society so that we adopt AI without any uncertainties. We have also released the call for internships to work on CoE-AI where we got more than 1200 applications. Soon we are going to invite the selected students to our AI research and build the young talent pool sensitised to the issue. For the government, CoE would provide policy inputs and would start its scheduled programs from 2021.”
Dr. Ramesh Kanneganti Founder & Executive Director CHSS said: “As a part of CoE-AI, CHSS would conduct research on the malicious and good impacts of AI. Such technological assessment would be shared with government policy makers, private companies so that their policies would align towards maintaining human security. In particular, the inputs would be given to the government. The inputs would be given in the form of policy briefs, issue briefs etc.”
Across the country, 1200 applicants have shown their interest to work with CoE-AI to study the impact on the sectors of coastal security, aviation security, food security, energy security, and how AI fairs in such securitizations. He called COVID as China’s political weapon and gave the full form to it- ‘Chinese Orchestrated Venomous Imperial design’ as it has given us a sad scenario where lakhs of people are being killed by the virus. Such a pandemic situation can be controlled by the AI and research is going on in CoE-AI. It is the responsibility of the government, media, think tanks and public to contribute towards that, he added.
Core objectives of CoE:
- Facilitate and Conduct Academic & Policy Research on adoption and impact of AI on Human Security
- Study, analyze and report on the implications of Artificial Intelligence on Human Security
- Create a common Platform for the Technology experts, Think Tanks, Academic Institutes, Corporate, and Policy makers.
- Discuss, debate and disseminate emerging technologies such as AI, IoT, Blockchain and their impact on National Security Architecture
- Organize National & International Conferences, Seminars, Panel Discussions, Workshops, Training programmes etc. to achieve the objectives
- Build an AI talent pool through Research Internships
Malicious use of artificial intelligence – a potential threat to human security:
AI can be used to create Cyber Weapons…. Impersonate targets or carry out “superhuman hacking” of drones, smart cars or weapons systems—with devastating effect.
AI will make hacking more sophisticated… Bots can find certain bugs in computer systems a lot faster than humans
AI will spread misinformation and propaganda… Risks of misinformation being used to harm organizations in the business world are just as great as in the political arena…
CHSS CoE on AI for Human Security also functions as a watchdog against misuse of Artificial Intelligence.
