New Delhi: Senior bureaucrat Madhu Rani Teotia has been appointed as the secretary to Delhi Chief Minister Rekha Gupta, according to an official notice issued by Lieutenant Governor VK Saxena.
Teotia, a 2008 batch IAS officer of the AGMUT cadre, has previously held key administrative roles, including her tenure as Additional Chief Executive Officer at the National Health Authority under the Union Ministry of Health and Family Welfare.
Career Trajectory
Born in 1981, Teotia was initially a homeopathic doctor before transitioning to public administration. She later pursued a management degree and successfully cleared the civil services examination, joining the IAS in 2008.
Her name gained widespread attention in 2012 following the tragic murder of her husband, IPS officer Narendra Kumar Singh, by the mining mafia in Morena, Madhya Pradesh.
Singh, known for his firm stance against illegal mining operations, had confiscated several vehicles carrying illegally extracted stones and sand.
In March 2012, while attempting to stop a tractor-trolley transporting illegally mined stones, he was deliberately run over by its driver—an alleged member of the mining mafia. His killing sent shockwaves through law enforcement circles in the state.
At the time, Teotia, who had married Singh in 2009, was expecting their child. Following his murder, she demanded a CBI probe and the case drew significant public and political attention.
Recognizing her situation as exceptional, the Central government allowed her to change her cadre from Madhya Pradesh to the AGMUT cadre.
Other Key Appointments in Delhi Administration
Alongside Teotia, the Delhi government announced several other administrative appointments.
IAS officers Sandeep Kumar Singh and Ravi Jha, both from the 2011 batch of the AGMUT cadre, have been assigned as Special Secretaries to the Chief Minister.
Jha currently serves as the Excise Commissioner of Delhi, while Singh, who has been serving as Private Secretary to the Union Minister for Culture and Tourism, will now join the Delhi government.
In another significant move, 2007-batch IAS officer Azimul Haque has been appointed Chief Executive Officer of the Delhi Waqf Board.
Additionally, the role of Member (Administration) in the Delhi Jal Board has been assigned to 2014-batch IAS officer Sachin Rana, who was previously posted as Additional Chief Executive Officer in the office of the Chief Electoral Officer of Delhi.
