APAAR ID: Transforming Academic Identity & Record-Keeping in India

In alignment with the National Education Policy (NEP) 2020, the Government of India introduced the APAAR ID (Automated Permanent Academic Account Registry). This ‘One Nation One Student ID’ aims to provide every student in India with a lifelong academic identity, streamlining their educational journey from pre-primary to higher education.

Several educational institutions have gradually begun to implement the APAAR system. Here’s a look at the benefits, challenges, and concerns of implementing the new system as pointed out by Dr Shivani Sahni, Principal, The Modern School, Greater Faridabad, and Dr Pratibha Kohli, Principal, Maharaja Agrasen Model School, New Delhi, Anil Kumar Verma, Academician & Ex-Principal, Delhi Public School, R.K. Puram, New Delhi.  

What is APAAR ID?

The APAAR ID is a unique 12-digit digital identification number assigned to students across government and private educational institutions in India. It serves as a permanent repository for a student’s academic data, including learning outcomes, report cards, health records, co-curricular achievements, degrees, scholarships, and other educational credentials. Most importantly, the APAAR ID simplifies the credit recognition and transfer process, facilitating seamless transitions between schools and higher education institutions.

Integrated with DigiLocker and the Academic Bank of Credits (ABC), the APAAR ID system enables students to access their verified records online securely. This initiative ensures authenticity, transparency, and accessibility while minimising the challenges of maintaining physical documents and preventing fraudulent or duplicate certificates.

Once a student’s parents give their consent for the creation of the APAAR ID, the same is generated by the school through the Unified District Information System for Education Plus (UDISE+) portal. This portal contains regional academic statistics and data on schools, teachers, and students.

Benefits of APAAR for Students and Parents

Dr. Sahni outlines several key advantages of the APAAR ID for students and their parents. “Firstly, it offers a unified academic record, consolidating academic achievements, certifications, and extracurricular accomplishments into a single digital portfolio. This eases the burden of maintaining and submitting physical records.â€

She further adds that “the APAAR ID ensures seamless transfers between institutions, reducing documentation hassles during school admissions. It also facilitates access to scholarships and government schemes by linking the student’s ID to such initiatives. Furthermore, by digitally recording co-curricular achievements, it promotes holistic development tracking, allowing students to build well-rounded academic profiles.â€

“From a security standpoint, the system ensures transparency and data privacy. Parents can access their child’s academic history in real time, and consent-based sharing policies ensure that data is not misused,†highlights Dr. Sahni.

According to Anil Kumar Verma, too, “the APAAR ID ensures accountability and transparency in education by tracking student progress and streamlining academic records.â€

Dr. Kohli adds, “The system facilitates seamless transparency between educational institutions and students. Certificates, mark sheets, and co-curricular certifications throughout the education journey and professional journey of a student are maintained, so students benefit by having an authentic digital portfolio, which will be their lifelong identity.â€

Benefits for Schools

The APAAR ID system is equally beneficial for schools. According to Dr. Sahni, “the system streamlines record-keeping, reduces paperwork, and centralises student data, significantly improving administrative efficiency.†In addition, she highlights that “schools can benefit from enhanced analytics on student progress, helping in curriculum planning and early identification of learning gaps. Furthermore, the system improves access to government schemes and encourages greater accountability and transparency with parents.â€

Dr. Kohli also mentions that schools can create DigiLocker accounts for their students using APAAR, enhancing the accessibility of academic records. She stresses that APAAR is transformative in helping schools generate insightful reports and improving learning outcomes.

Challenges and Concerns

While the APAAR initiative offers numerous benefits, it also comes with challenges. Schools have reported technical glitches on the APAAR website, causing delays in ID generation. There are also data privacy concerns, especially related to the use of Aadhaar for verification.

“Some parents are hesitant to share sensitive personal information, fearing misuse,†highlights Dr. Kohli.  Verma points out that “though the system promotes transparency and digital convenience, it is a little risky, especially in the collection and handling of personal and academically sensitive data.â€

Dr. Sahni notes another challenge. “Despite CBSE affiliation, schools without state recognition for grades 9 to 12 cannot generate APAAR IDs. This creates a roadblock in student registration and academic processes.†Additionally, highlighting the Adhar-related issues, she remarks, “Since APAAR ID is linked to Aadhar, any discrepancy (such as mismatched details, unavailability, or technical errors) prevents students from obtaining the ID. This affects their CBSE registration and access to other educational benefits.â€

Government’s Response to Data Privacy Concerns

The government has addressed data privacy concerns by stating that all data will remain confidential and will be used strictly for educational purposes. Students and parents retain the right to withdraw consent at any time, which immediately halts further data processing. Already processed data, however, remains unaffected.

Only authorised certifying bodies can add credits or achievements to a student’s APAAR account, ensuring authenticity and credibility. Integration with DigiLocker and ABC ensures secure digital storage, reducing reliance on physical documents and minimising opportunities for fraud.

Steps Taken by Schools to Make APAAR Implementation Easier

To overcome these hurdles, schools are actively engaging with parents and students to raise awareness. Schools like The Modern School and Maharaja Agrasen School have circulated e-posters and WhatsApp messages explaining the significance of APAAR IDs.

“We sent circulars, e-posters, and WhatsApp messages to parents to facilitate the generation of APAAR IDs. Further, we also set up a help desk at the school to help parents understand the significance of the APAAR ID. We distributed physical consent forms to parents, authorizing the use of Aadhar card details for generating APAAR IDs, which made it easier for parents to sign and submit the forms. We spread awareness during PTM to facilitate the generation of APAAR ID,†says Dr. Kohli

Dr. Sahni informs, “To create awareness, the school has sent circulars and emails detailing the necessity of APAAR ID, its role in CBSE processes, the registration process, how it simplifies documentation, and common challenges. Assisted parents facing issues with Aadhar-related discrepancies by guiding them through the correction processes.  Regularly following up with CBSE for alternative solutions to ensure no student is left out due to pending state recognition or Aadhar issues.â€

Is APAAR Mandatory?

While there is currently no legal mandate requiring students to have an APAAR ID, this is not clearly conveyed in official communications. Circulars from the Central Board of Secondary Education (CBSE) and government-issued FAQs largely focus on the benefits of the system, such as maintaining a permanent academic record, facilitating smoother school transfers, aiding in entrance exams, admissions, job applications, and supporting skill development initiatives.

However, despite its voluntary nature, CBSE and several state education departments have directed schools under their purview to generate APAAR IDs for all students. This has created confusion and concern among parents, many of whom say they have not been explicitly told that enrolling in the programme is optional.

The Union government did clarify in December 2024, in response to a question in Parliament, that participation in the APAAR system is indeed voluntary. Still, the lack of clear, consistent messaging at the ground level has led many to believe the programme is compulsory, resulting in growing calls for greater transparency and communication from educational authorities.

Suggested Improvements

Dr. Sahni and Dr. Kohli have put forth several suggestions to improve the effectiveness of the APAAR ID system:

  1. Alternative Verification Methods: Introducing secondary verification mechanisms for students unable to complete Aadhaar-based registration.
  2. Temporary Exemptions: Allowing provisional registration for students from CBSE-affiliated schools awaiting state recognition.
  3. Technical Enhancements: Establishing a dedicated grievance redressal portal and resolving technical issues more swiftly.
  4. Batch Upload Facility: Enabling bulk data uploads by schools to ease administrative workload.
  5. Parent and Student Dashboards: Creating a user-friendly portal to check APAAR status and receive CBSE notifications.
  6. Integration with School MIS: Seamless linking of APAAR ID with existing school management systems.
  7. Generating Awareness: Greater awareness among parents and the community is needed about the benefits of APAAR ID. Messages could be spread through Newspapers, Radio, and Television to make the public aware of the advantages of APAAR ID.
  8. Staff Training: Training of staff is required for solving problems faced by educational institutions in filling up data for the APAAR ID.

APAAR ID represents a paradigm shift in how Indian educational institutions manage academic data. By creating a permanent, digital academic identity, the system facilitates easy access, seamless transitions, and secure documentation for students and institutions alike. While challenges persist—particularly around Aadhaar integration and technical glitches—ongoing improvements and strong communication between schools, parents, and the government are key to its successful implementation.

With continuous feedback from educators and stakeholders, APAAR has the potential to become the backbone of India’s digital education infrastructure.
