Mumbai: In a major administrative reshuffle, the Maharashtra government has appointed senior officer IPS Deven Bharti as the new Commissioner of Police, Mumbai, following the retirement of IPS Vivek Phansalkar on 30 April.
A 1994-batch officer, IPS Deven Bharti is currently of the Additional Director General (ADG) rank and serving as Special Commissioner of Mumbai Police in Maharashtra.
He is expected to be promoted to the Director General (DG) rank in August 2025 and is scheduled to retire in 2028. This is an unusual move, as the state government has downgraded the commissioner’s post, typically held by a DG-rank officer for over 15 years, to allow Bharti, an ADG-rank officer, to take charge.Â
Hailing from Darbhanga, Bihar, Bharti holds a master’s degree from the Delhi School of Economics and completed his matriculation in Jharkhand. His extensive experience in Mumbai includes tenures as DCP Zone 7 and DCP in the Crime Branch, as well as Additional Commissioner and Joint Commissioner (Law and Order).
He has also served as Inspector General (Law and Order) and headed the Anti-Terrorism Squad (ATS), giving him deep operational insight into the city’s complex policing needs.
