Mumbai: The Reserve Bank of India has authorised Worldline ePayments India to operate as a cross-border payment aggregator under the PA-CB E&I category.
Authorisation Enables Worldline to Process Import-Export Transactions
The Reserve Bank of India (RBI) has granted authorisation to Worldline ePayments India to act as an Export-Import Payment Aggregator – Cross-Border (PA-CB E&I) under the Payment and Settlement Systems Act, 2007. This regulatory approval enables the company to handle online payments related to the import and export of goods and services.
Worldline received the official approval on May 21, 2025, according to a statement from the company. The new licence allows Worldline to function as a digital intermediary for cross-border trade transactions, adding to its portfolio of existing payment-related authorisations.
Expanding Role in Regulated Digital Payments
Worldline already holds licences to operate as a domestic Payment Aggregator (PA) and as a Bharat Bill Payment Operating Unit (BBPOU). These roles have enabled the company to offer digital payment services to sectors including e-commerce, utilities, education, and BFSI. With the new cross-border authorisation, Worldline can now extend these capabilities to support international transactions for Indian importers and exporters.
The authorisation comes amid India’s increasing focus on formalising and regulating cross-border payment flows. The RBI introduced the PA-CB framework in 2021 to establish clear operational guidelines and oversight for entities involved in international digital payments.
Compliance and Regulatory Oversight in Focus
To qualify as a PA-CB, entities must adhere to RBI norms on customer due diligence, foreign exchange regulations, transaction reporting, and settlement timelines. The central bank’s framework is aimed at improving transparency and compliance across digital cross-border payments.
Worldline’s addition to the list of authorised cross-border aggregators signals RBI’s ongoing efforts to expand regulated players in the digital payments space. The approval does not just increase Worldline’s operational scope but also adds another monitored gateway for international trade transactions involving Indian businesses.
