Amaravati: The Andhra Pradesh government has announced a Rs 66,523 crore urban infrastructure acceleration program under the public-private partnership model.
The Municipal Administration and Urban Development Department expects this investment to be made by 2029 across 12 priority sectors. These include smart water systems, modern transit corridors, integrated mobility, sustainable housing, and next-generation urban utilities. The plan does not cover projects linked to the greenfield capital, Amaravati.
Strong Economic and Employment Impact
According to the state, these interventions are expected to add Rs 2.8 lakh crore to the Gross State Domestic Product. To support the PPP-driven strategy, the government has set aside Rs 2,000 crore as Viability Gap Funding in the current budget. The program is projected to generate 2.3 lakh direct and indirect jobs. The focus is on 45 percent skilled youth employment and 35 percent women’s participation in emerging urban services and technologies.
Smart Cities and Mobility Projects Planned
A key part of the plan is the development of five smart cities using IoT-based systems. The state also aims to upgrade 2,500 km of roads, set up 15 urban transit systems, and adopt green building norms across all urban areas.
Andhra Pradesh is targeting Rs 35,000 crore in foreign direct investment for eight economic zones. These zones will rely on structured PPP frameworks, technology-led governance and new financing models. The state also plans to make full use of central schemes such as the Rs 10,000 crore Urban Challenge Fund and the Rs 400 crore Credit Enhancement Initiative.
Progress Across Ongoing PPP Projects
S Suresh Kumar, Principal Secretary of the MA&UD Department, highlighted progress on 33 PPP projects in areas such as waste-to-energy, housing, mobility, tourism, renewable energy, and commercial infrastructure. Waste-to-Energy projects worth Rs 1,254 crore across six urban clusters are moving ahead. Initiatives including MIG Housing, Rushikonda Land Monetisation, and the Iconic Tower have reached active bidding stages.
