Lucknow: The Uttar Pradesh government has appointed retired IAS Manoj Kumar Singh as the Chief Executive Officer of the State Transformation Commission.Â
Singh’s term will run for three years from the day he takes charge. He becomes the first person to hold this post since the commission was set up in 2022.
Singh is a 1988-batch IAS officer who has served in many key positions during his long career. He has previously worked as a district magistrate in Gautam Buddha Nagar, Pilibhit, Moradabad, Aligarh, and Lalitpur. He also served as Commissioner of Agricultural Production and Commissioner of Industrial Development. The state government appointed him Chief Secretary in July 2024. He held that post for 14 months and retired on July 31, 2025. The state had sought a one-year extension for him, but it was not approved. After his retirement, he was succeeded by Shashi Prakash Goyal.
During his time as Chief Secretary, Singh handled major assignments linked to governance and development. He played a central role in the Global Investors Summit and guided efforts to move Uttar Pradesh toward the goal of becoming a 1 trillion dollar economy. He is also known for his work during the COVID-19 period, especially in controlling the spread of the virus in rural areas. He worked on the rollout of the BC Sakhi scheme, which brought doorstep banking services to villages. He also contributed to making all 75 districts of Uttar Pradesh open defecation-free under the Swachh Bharat Abhiyan.
Singh’s return to a senior role is seen as an important step for the state. The government expects the State Transformation Commission to shape long-term reforms and support faster development. With Singh as CEO, the commission is likely to focus on policy design, economic strategy, and district-level growth.
