New Delhi: The Ministry of Road Transport and Highways is considering a proposal to simplify inter-state vehicle transfers by removing the requirement for a No Objection Certificate (NOC) from the state where a vehicle is currently registered.
According to reports, the reform has been recommended by a high-level committee on non-financial regulatory reforms set up by NITI Aayog, which has suggested introducing an automated clearance mechanism for such transfers.
If implemented, the move could make it easier for vehicle owners relocating across states to re-register their vehicles without undergoing lengthy administrative procedures. Officials indicated that the transport ministry is examining the proposal, which is expected to ease the process of shifting vehicles from one state to another.
Currently, vehicle owners must obtain an NOC from the existing regional transport office (RTO) to confirm that there are no pending road taxes, traffic challans or other liabilities associated with the vehicle. This document must then be submitted to the RTO in the new state before re-registration can begin.
Applicants are required to provide documents such as the registration certificate, fitness certificate and tax receipts. They can apply for the NOC either through the Parivahan portal or by visiting the RTO in person.
The proposed automated system is aimed at reducing paperwork and accelerating the inter-state vehicle transfer process.
