Renewed Focus on Grassroot School GovernanceÂ
The SMC Guidelines 2026 will play a key role in supporting the development of schools by bringing together parents, teachers, local representatives, and community members through a system of shared participation and responsibility.Â
The initiative is also aligned with the objectives of the National Education Policy (NEP) 2020, which emphasises inclusive and community-driven education. Through these guidelines, the Ministry aims to create a more supportive and responsive learning environment for students.Â
Key Features of the SMC Guidelines 2026
- At least 75 per cent of SMC members must be parents or guardians of students, while women must account for a minimum of 50 per cent representation in the committees.Â
- The committees will also include representatives from local authorities, teachers, NGOs, academicians, and disadvantaged groups to ensure broader participation in school governance.Â
- The guidelines recommend regular meetings of School Management Committees and School Management Development Committees for effective school administration and development planning. A separate register has to be maintained to record updates of all the meetings.Â
- In addition, training programmes will be organised to help members better understand their roles and responsibilities.Â
The framework has been prepared in line with the Right to Education (RTE) Act, 2009 and focuses on inclusive and transparent education management.Â
