New Delhi, July 24 (APAC Media): Senior officer IAS Naresh Pal Gangwar has been appointed Secretary, Department of Higher Education, as part of the Centre’s latest bureaucratic reshuffle.
The appointment was approved by the Appointments Committee of the Cabinet (ACC). He succeeds Vineet Joshi, who has been shifted as Secretary, Ministry of Panchayati Raj.
IAS Naresh Pal Takes Charge of Higher Education Dept.
A 1994 batch Rajasthan cadre IAS officer, Gangwar was serving as Secretary, Department of Animal Husbandry and Dairying before his latest appointment.
As Higher Education Secretary, he will oversee policies related to universities, higher educational institutions, scholarships, research, regulatory reforms and key central education programmes.
Strong Academic Background
IAS Naresh Pal Gangwar has an engineering and economics background. He holds:
- B.Tech. in Electronics and Communication Engineering from IIT Roorkee
- M.Tech. in Communication and Radar Engineering from IIT Delhi
- Master’s degree in Economics from the University of Rajasthan
 Extensive Administrative Experience
During his career, Gangwar has held several key assignments in Rajasthan and the Union Government.
He has served as District Collector in Tonk, Sawai Madhopur, Jhalawar, Bharatpur and Jodhpur.
He also played a key role in Rajasthan’s renewable energy sector as Secretary, Energy Department, and Chairman and Managing Director of the Rajasthan Renewable Energy Corporation Limited (RRECL).
Led School Education and Environment Portfolios
Gangwar also served as Secretary and Principal Secretary in Rajasthan’s School Education Department, where he oversaw school administration and education reforms.
At the Centre, he worked in the Ministry of Environment, Forest and Climate Change as Joint Secretary and Additional Secretary, handling environmental policy, pollution control and regulatory matters.
Before his latest posting, he headed the Department of Animal Husbandry and Dairying, overseeing policies related to livestock, dairy development and veterinary services.
Part of Major Bureaucratic Reshuffle
Gangwar’s appointment is part of a wider Secretary-level reshuffle aimed at ensuring leadership continuity across key ministries.
His experience across education, environment, energy and public administration is expected to support policy implementation in the Higher Education Department.
