New Delhi: The Central Government has approved the nationwide rollout of the PM-SETU Scheme across 200 Industrial Training Institute (ITI) clusters.
With an outlay of ₹60,000 crore, the scheme aims to modernise ITIs, strengthen skill training, and create better employment opportunities for youth.
The decision was taken during the fourth meeting of the National Steering Committee (NSC) under the Ministry of Skill Development and Entrepreneurship (MSDE).

What Is the PM-SETU Scheme?
PM-SETU stands for Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs.
It is a flagship government programme to transform Industrial Training Institutes into modern skill centres.
The scheme will upgrade workshops, introduce the latest technology, revise outdated courses, and strengthen partnerships with industries.

PM-SETU to Cover 200 ITI Clusters
The government has now expanded PM-SETU from a pilot project to a nationwide programme.
All 200 identified ITI clusters can begin implementation based on their readiness and support from industry partners.
The committee has also approved measures to simplify implementation and encourage greater participation from industries and Public Sector Undertakings (PSUs).
₹1,237.58 Crore Approved for Five ITI Clusters
The National Steering Committee has also approved Strategic Investment Plans (SIPs) worth ₹1,237.58 crore for five ITI clusters.
The approved projects include:
- Jindal Naveen Avsar Limited as the anchor industry partner in Odisha.
- ArcelorMittal Nippon Steel India as the anchor partner in Gujarat.
- Apollo MedSkills and two additional ITI clusters in Telangana.
These projects will help improve infrastructure, introduce modern training facilities, and strengthen collaboration between industries and ITIs.
Why Does the Scheme Matter?
India has one of the world’s largest youth populations, but many industries struggle to find workers with the right skills.
The PM-SETU Scheme aims to bridge that gap by upgrading ITIs and bringing industries into the training process.
The government wants students to graduate with skills that are relevant from day one.
If implemented successfully, the scheme could improve job opportunities for thousands of ITI students.
It will create a stronger skilled workforce for sectors such as manufacturing, healthcare, infrastructure, electronics, and emerging technologies.
