Dehradun, July 9 (APAC Media): Uttarakhand has been officially declared India’s sixth fully literate state, achieving a major milestone under the National Education Policy (NEP) 2020 and the ULLAS (Understanding of Lifelong Learning for All in Society) – New India Literacy Programme.
The declaration follows the state’s successful fulfilment of the adult literacy benchmarks prescribed by the Department of School Education and Literacy, Ministry of Education. The notification received formal approval from Governor Lt Gen Gurmit Singh (Retd) on July 8.
With this achievement, Uttarakhand joins Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim in the list of fully literate states.
Government Hails Milestone
Chief Minister Pushkar Singh Dhami described the achievement as a landmark moment for Uttarakhand, attributing it to the collective efforts of the government and the people of the state.
He reaffirmed the government’s commitment to expanding digital literacy, financial literacy, lifelong learning, and essential life skills, stating that the milestone supports the vision of Viksit Bharat 2047.
Education Minister Dr Dhan Singh Rawat said becoming the country’s sixth fully literate state was a matter of pride and reflected the state’s continued focus on delivering quality education in line with the National Education Policy 2020.
Success of the ULLAS Programme
Officials credited the achievement to the successful implementation of the ULLAS – New India Literacy Programme, which focuses on adult literacy while promoting digital literacy, financial literacy, life skills, and continuous learning.
The programme was implemented through coordinated efforts involving the School Education Department, Samagra Shiksha, district administrations, volunteer teachers, literacy motivators, local bodies, and community members across the state.
State education officials said Uttarakhand will continue to strengthen education by expanding opportunities for lifelong learning, improving digital education, and enhancing skill development.
They added that the achievement marks another significant step towards fulfilling the objectives of the National Education Policy 2020 while contributing to the vision of a developed India.
