Gurugram: In a landmark initiative aimed at revolutionising road safety and traffic management, the Gurugram Police, Hyundai Motor India Foundation (HMIF), and the Institute of Road Traffic Education (IRTE) joined forces to inaugurate the Traffic Engineering Centre (TEC) and Organizational Development Centre (ODC) at the Traffic Towers, Office of the Deputy Commissioner of Police (Traffic), Gurugram, on Friday evening.
The event saw the presence of distinguished guests, including Haryana’s Director General of Police, Shatrujeet Kapur, IPS; Hyundai Motor India Limited’s Managing Director, Unsoo Kim; Gurugram Police Commissioner, Vikas Arora, IPS; and CEO of GMDA, A. Sreenivas. Other notable attendees included Puneet Anand, Associate Vice President of Hyundai Motor India Limited, and Dr Rohit Baluja, President of IRTE.
It should be noted that founded in 1991, IRTE is a non-profit organization dedicated to advancing road safety through research, education, and advocacy. Recognized globally, it has introduced innovative programs like the Mobile Crash Investigation Laboratory (CrashLab) and the College of Traffic Management. IRTE’s collaborations with law enforcement and policymakers have significantly contributed to road safety advancements in India and beyond.

These state-of-the-art centres, established by IRTE with sponsorship from HMIF, mark a pioneering step toward improving Gurugram’s traffic landscape. The TEC and ODC’s focus will be on diagnosing and addressing road infrastructure challenges through advanced traffic engineering solutions, as well as building capacity among traffic police officers, road engineers, and transport professionals.
Dr Rohit Baluja highlighted the initiative’s transformative vision, stating: “We are proud to witness the launch of these transformative centres, which symbolise a landmark collaboration between public and private sectors. I extend my heartfelt gratitude to the Hyundai Motor India Foundation for their unwavering support and to the Gurugram Police for their proactive leadership in embracing this initiative.”
“IRTE has conceptualised, designed, and developed these facilities, and will also operate them to ensure they serve as a benchmark in traffic management and organisational development. Together, we aim to set new standards for road safety and efficiency,” he added.

The centres aim to adopt global best practices to address Gurugram’s burgeoning traffic challenges. By equipping stakeholders with advanced tools and training, the initiative underscores a commitment to sustainable and efficient traffic systems.
This public-private partnership is expected to become a benchmark for urban traffic management, with the centres serving as a blueprint for similar initiatives across the country.
