New Delhi: Vinay Kumar, a 1999-batch IAS officer of the Bihar cadre, has been empanelled for the post of Additional Secretary in the Government of India. His empanelment comes shortly after completing a one-year tenure as Joint Secretary in the Ministry of Road Transport and Highways.
The empanelment process for the Additional Secretary rank follows specific eligibility criteria. Officers are required to serve at least one year as Joint Secretary on Central Deputation, a condition Kumar fulfilled during his tenure in the Ministry of Road Transport and Highways. He is also among the IAS officers who have met the updated criteria of serving at least one year at the director level in the Government of India before being considered for empanelment at the Joint Secretary level.
This development positions Kumar for an original promotion, where he could be elevated from Joint Secretary to an Additional Secretary-level post. Such promotions are part of the government’s structured career progression process, aimed at recognizing officers’ contributions during their central postings.
Kumar’s case is noteworthy as it underscores the Central Government’s emphasis on ensuring senior officials gain diverse experience in key ministries before being promoted to higher ranks. His previous role in the Ministry of Road Transport and Highways is significant, given the ministry’s role in executing critical infrastructure projects.
While Kumar’s next posting has yet to be announced, his empanelment reflects the government’s ongoing focus on nurturing experienced leadership within its administrative framework. Further details about his future responsibilities are expected in the coming weeks.
