The Election Commission of India has issued a new advisory addressing the risks of AI-generated content in political campaigns

New Delhi: Ahead of the Delhi elections, the Election Commission of India (ECI) has issued a detailed advisory to all political parties emphasizing the need for transparency and accountability in the use of artificial intelligence (AI) technologies during election campaigns.

The advisory, dated 16 January, builds on guidelines released during the 2024 Lok Sabha elections, further strengthening efforts to prevent the misuse of AI-generated content to influence voter behaviour.

Addressing the Rising Influence of AI in Campaigns

The advent of AI has brought significant changes to political campaigning, enabling the creation of synthetic content such as deepfake videos, altered images, and fabricated audio. While these tools can enhance communication and engagement, their potential to mislead voters poses a serious threat to democratic processes. Recognizing this, the ECI has mandated political parties, leaders, and campaigners to label AI-generated content prominently to ensure voters are fully informed.

In its advisory, the Commission stressed that unlabeled AI-generated material could erode trust in the electoral process, disrupt the level playing field among candidates, and spread misinformation. Such concerns had previously been highlighted during the Delhi High Court’s directions in the Writ Petition (C) (PIL) No. 6186 of 2024, which led to the initial guidelines issued on May 6, 2024.

Key Recommendations in the Advisory
  • Mandatory Labelling of AI Content:

    Political parties and campaigners must clearly mark AI-generated or synthetically altered content with labels such as “AI-generated,” “Digitally Enhanced,” or “Synthetic Content.” This applies to all media forms, including images, videos, and audio, whether shared online or through traditional platforms.

  • Disclosure in Campaign Materials:

    Any campaign material utilizing synthetic content must carry disclaimers indicating its nature. This requirement ensures that the electorate is aware of the technology behind the content, enabling them to make informed decisions.

  • Ethical Use of Technology:

    The ECI urged political entities to use emerging technologies responsibly, ensuring that their application does not distort facts or mislead the public.

Transparency and Ethical Campaigning

The advisory reflects the Commission’s commitment to fostering transparency in the digital age. By emphasizing the need for clear labelling and disclosures, the ECI aims to combat the growing trend of using AI technologies to fabricate reality. The guidelines also serve as a preventive measure against unethical practices, which can have long-term implications for democracy.

The advisory also places significant responsibility on political parties to self-regulate their content. This proactive approach ensures that emerging technologies are harnessed for constructive purposes, rather than exploited to manipulate voters.

Why AI-Generated Fake Content is a Hazard in Elections

The increasing integration of AI in political campaigns brings both opportunities and challenges. Among the most pressing concerns is the use of AI to generate fake content, which poses a serious threat to democratic processes. Below are some of the hazards associated with AI-generated fake content during elections:

  • Misinformation and Disinformation:

    AI technologies, such as deepfakes, enable the creation of highly convincing false narratives. Politicians can be made to appear as though they are making statements they never made, or fabricated events can be presented as real. Such misinformation can distort public perception, potentially swaying election outcomes.

  • Breach of Trust:

    The spread of fake content can undermine trust in political institutions and processes. When voters cannot differentiate between genuine and synthetic content, their confidence in the information ecosystem deteriorates, leading to scepticism about the democratic process itself.

  • Polarization and Division:

    AI-generated fake content can be weaponized to amplify divisive narratives, exacerbating societal tensions. By targeting specific groups with manipulated messages, bad actors can deepen ideological divides, reducing the prospects of consensus and harmony in society.

  • Difficulty in Detection:

    Advances in AI have made synthetic content increasingly realistic, making it difficult for the average voter to identify manipulated material. Although technological tools exist to detect such content, their accessibility and effectiveness remain limited, leaving the electorate vulnerable to deception.

  • Hindrance to Informed Decision-Making:

    Democracy thrives when citizens make informed decisions based on accurate information. The proliferation of AI-generated fake content compromises this principle, misleading voters and hindering their ability to evaluate candidates and policies critically.

Addressing the threat posed by AI-generated fake content requires a multi-pronged approach. Regulatory measures, such as those outlined by the Election Commission, play a crucial role in establishing accountability. At the same time, tech companies must invest in developing robust detection tools to identify and flag manipulated content. Public awareness campaigns are equally important to educate voters about the risks associated with synthetic media.

While AI has the potential to enhance political campaigns, its misuse threatens the very foundation of democracy. The Election Commission’s proactive stance on this issue is a welcome step toward safeguarding electoral integrity in the digital era.
