New Delhi: The Ministry of Rural Development’s Department of Land Resources has recommended a special assistance package of Rs 615.64 crore for six states under the ‘Scheme for Special Assistance to States for Capital Investment 2024-25.’
This assistance aims to support the digitisation and modernisation of rural land records, aligning with broader national initiatives to enhance governance and land management systems.
According to an official memorandum dated 19 February, the Department of Land Resources examined proposals from six states—Madhya Pradesh, Goa, Assam, Kerala, Himachal Pradesh and Andhra Pradesh—before recommending financial support.
These proposals were evaluated in line with the guidelines set by the Ministry of Finance and the Department of Expenditure.
Fund Allocation
The funds have been allocated based on milestone achievements under the modernization and digitization scheme.
Andhra Pradesh has emerged as the largest beneficiary, securing Rs 397.72 crore. Madhya Pradesh follows with Rs 100 crore, while Assam (Rs 48.8 crore), Kerala (Rs 36.98 crore), Himachal Pradesh (Rs 19.78 crore), and Goa (Rs 12.36 crore) have also received funding under the scheme.
A detailed calculation sheet accompanying the memorandum outlines the disbursement across various project milestones:
- Andhra Pradesh: Rs 397.72 crore allocated at milestone 1.
- Madhya Pradesh: Rs 100 crore allocated at milestone 1.
- Assam: Rs 48.8 crore allocated at milestone 3.
- Kerala: Rs 36.98 crore allocated at milestone 3.
- Himachal Pradesh: Rs 19.78 crore allocated across milestones 2 and 4.
- Goa: Rs 12.36 crore allocated at milestone 4.
The funds will be used for initiatives such as the digital mapping of rural land records, enhanced transparency in land ownership, and strengthening state capacities for land governance reforms.

Earlier Recommendations and Total Incentives
The memorandum also refers to an earlier recommendation made by the Department of Land Resources in November and December 2024, which proposed an incentive package of Rs 2,530 crore for 24 states.
This included Rs 2,269.94 crore in direct incentives and an additional Rs 260.06 crore in bonuses, reinforcing the government’s commitment to infrastructure and governance reforms at the state level.
With the latest allocation of Rs 615.64 crore, the central government continues to drive its agenda of modernizing land records and governance structures, which is expected to improve efficiency in property transactions, reduce disputes, and facilitate better policy implementation for rural development.
The Ministry of Finance’s Department of Expenditure is expected to take necessary steps based on the recommendations, ensuring the timely disbursement of funds to the respective states for the effective implementation of the modernization projects.
