Guwahati: Ashwini Vaishnaw, Union Minister of Railways, Electronics & Information Technology, and Information & Broadcasting, today announced a series of ambitious projects at the Advantage Assam 2.0 Investment and Infrastructure Summit in Guwahati.
These initiatives aim to enhance Assam’s position in semiconductor manufacturing, IT infrastructure, and railway connectivity.
Emphasizing the North East’s growing significance in India’s economic expansion, Vaishnaw declared the region as the “New Engine” of development.
One of the most significant announcements was the establishment of a new semiconductor plant in Assam, reinforcing the state’s role in India’s rapidly evolving electronics and semiconductor ecosystem. Additionally, Guwahati Railway Station is set to be transformed into an IT hub, further strengthening digital infrastructure in the region.
Enhanced Railway Infrastructure and Connectivity
Highlighting the government’s progress in the railway sector, the Minister shared that 1,824 km of new railway tracks have been commissioned in Assam and the North East since 2014.
In a major push for cargo transportation, he announced six new Gati Shakti Cargo Terminals at Chaygaon, New Bongaigaon, Bihara, Hilara, Baihata and Rangjuli, in addition to the two operational terminals at Moinarband and Cinnamara. These terminals are expected to improve freight logistics and boost economic growth in the region.
Vaishnaw also confirmed the operationalization of a second Vande Bharat Express, which will connect Guwahati and Agartala. In addition, two Amrit Bharat trains have been sanctioned—one linking Guwahati with Delhi and the other with Chennai—both expected to commence operations this year.
To further enhance railway infrastructure, the government has approved the establishment of a railway engine midlife remanufacturing facility in Lumding. Additionally, a Wagon Workshop will be set up at Bashbari in the Bodoland area at an estimated cost of Rs 300 crore, strengthening industrial capabilities in the region.

Improving International and Regional Connectivity
The Minister underscored the government’s efforts to improve connectivity between Assam and Bhutan, which will open new avenues for trade and economic cooperation.
Under the commitments made in the Bodo Agreement, the Wagon Workshop in Bashbari is expected to contribute to the industrial development of the Bodoland Territorial Region.

Advancing Electronics and IT Development
India has made remarkable strides in electronics and mobile manufacturing, with over 98 per cent of mobile phones now produced domestically. To support this sector further, Vaishnaw announced the development of a Greenfield Electronics Manufacturing Cluster (EMC) in Bongora, Kamrup, under the Electronics Manufacturing Scheme, with a project investment of Rs 120 crore. This move aligns with the government’s goal of positioning Assam as a key electronics manufacturing hub.
Additionally, the Minister shared that the National Institute of Electronics and Information Technology (NIELIT) has been upgraded to a Deemed-to-be University. A new campus will be established in Jagiroad, further strengthening skill development and research in electronics and information technology.
Assam’s Growing Role in the Semiconductor Ecosystem
Vaishnaw expressed confidence that Assam will soon emerge as a significant industrial hub, backed by infrastructure and policy support from the central government. Assam Chief Minister Dr Himanta Biswa Sarma praised these initiatives, acknowledging the Union Government’s continuous efforts to drive economic growth in the state. He emphasized that Assam is well-positioned to become a critical player in the global semiconductor industry.

During the event, the Assam government signed Memorandums of Understanding (MoUs) with ten industry groups from the semiconductor ecosystem across Singapore, Malaysia, and Japan. These agreements mark a major step in strengthening international collaborations and attracting foreign investments to Assam’s semiconductor and electronics manufacturing sectors.
With these major infrastructure and industrial announcements, Assam is poised to become a key driver of India’s economic transformation, reinforcing its role in both national and global markets.
