New Delhi: Chief Minister Rekha Gupta on 4 May launched the MedLEaPR platform at the Delhi Secretariat to digitise medico-legal documentation across Delhi’s healthcare institutions.
Developed by the National Informatics Centre (NIC), the Medical Legal Examination and Post Mortem Reporting (MedLEaPR) platform is designed to replace paper-based processes with a centralised digital system.
The initiative comes amid growing calls for improved coordination between healthcare facilities, police, and the judiciary in medico-legal cases.
Aimed at improving coordination and record integrity
According to officials present at the launch, including Delhi Minister Ashish Sood, Chief Secretary Dharmendra, and representatives from the Delhi Police and NIC, the MedLEaPR platform will allow healthcare workers and law enforcement agencies to upload, access, and share medico-legal case (MLC) and post-mortem reports (PMRs) through a secure digital system.
The platform uses authentication and access control to restrict data to authorised users. An audit trail will log all activity within the system, which officials say could help establish accountability in case management.
Integration with national crime tracking systems
MedLEaPR is integrated with the Crime and Criminal Tracking Network and Systems (CCTNS), which connects police stations and investigative bodies across India. Officials say this integration is expected to reduce delays in case reporting and support faster evidence exchange among hospitals, forensic labs, and investigating authorities.
The CM noted that digital tools like MedLEaPR can support more accurate record-keeping and shorten processing times for medical-legal documentation, which often impacts court proceedings and investigations.
Part of a broader digital governance push
While presenting the initiative, CM Gupta framed the launch as part of Delhi’s broader shift toward e-Governance under the Digital India framework. However, questions around training, infrastructure readiness, and implementation timelines across Delhi’s public health network remain to be addressed. Authorities say MedLEaPR will be gradually rolled out across all government hospitals, with additional features to be added in later phases depending on user feedback and institutional needs.
