New Delhi: In a transformative move for Indian higher education, five globally recognised universities are in advanced stages of establishing their campuses in India, enabled by the University Grants Commission’s (UGC) 2023 guidelines.
This development aligns closely with the National Education Policy (NEP) 2020, which envisions global integration and increased access to high-quality education within the country.
First Wave of Foreign Campuses in India
Following the University of Southampton becoming the first foreign university to receive formal approval to open its Gurugram campus in August 2025, the next wave of global institutions is preparing to enter India. The following five universities are set to begin operations between 2026 and 2027:
- Illinois Institute of Technology (USA): Based in Chicago and ranked 601–610 in the QS World University Rankings 2025, IIT will be the first American university to establish a physical campus in India. Known for its expertise in engineering, technology, and applied sciences, IIT aims to bring American academic rigour to Indian students.
- University of Liverpool (UK): Ranked 165th globally and a member of the UK’s elite Russell Group, the University of Liverpool will focus on disciplines such as law, business, and health sciences, delivering its renowned academic offerings on Indian soil.
- Victoria University (Australia): With a strong focus on practical education in business, IT, and hospitality, Victoria University (ranked 741–750) will bring its flexible learning models to India to meet local needs.
- Western Sydney University (Australia): Already underway, WSU has selected Greater Noida, Uttar Pradesh, as the location for its Indian campus. Ranked 384th globally, WSU is a leader in innovation and technology education.
- Istituto Europeo di Design (Italy): Known for its excellence in fashion, design, and visual communication, IED will bring its European creative heritage to India, giving aspiring designers access to global expertise.
Benefits for Indian Students
The entry of these institutions into India is expected to benefit students who aspire to global education but are limited by financial or logistical challenges. Key advantages include:
- Global Degrees, Local Access: Students can now earn internationally recognised qualifications without relocating abroad.
- Reduced Costs: Studying at these campuses eliminates major expenses like international travel, accommodation, and often higher overseas tuition.
- Diverse Educational Approaches: Exposure to international pedagogy, interdisciplinary programs, and a global classroom environment enhances learning outcomes.
- Increased Opportunities: Collaborations with international faculty and peers provide a truly global academic experience.
UGC’s Regulatory Framework for Global Campuses
The UGC’s 2023 regulations are pivotal in facilitating this shift. Under the new framework:
- Only the top 500 global universities are eligible to establish campuses in India.
- Institutions are granted full autonomy to design curricula, set admission criteria, and determine fee structures.
- They are permitted to award internationally recognised degrees to Indian students from their Indian campuses.
This move marks a significant step toward internationalising India’s education landscape, offering world-class learning experiences domestically and making India an attractive global education hub.
