Gandhinagar: The Gujarat government has approved a structured five-year action plan (2025–2030) to integrate artificial intelligence (AI) across public sector operations, marking a shift towards tech-driven governance with defined timelines and accountability.
The plan, called the Action Plan for Implementation of Artificial Intelligence, outlines how AI will be embedded into departmental operations through institutional mechanisms, data infrastructure, and applied use cases. It follows recommendations from a state-appointed AI task force and aligns with the Centre’s digital governance vision and Gujarat’s Viksit Gujarat@2047 roadmap.
Chief Minister Bhupendra Patel cleared the plan, which sets the groundwork for department-specific pilot projects, state-level data repositories, and AI infrastructure in smaller cities. A key focus is decentralisation, enabling access to AI computing and training resources beyond urban hubs.
The plan targets the skilling of over 2.5 lakh individuals in AI, machine learning, and related domains. The training will include students, government employees, and representatives from micro, small and medium enterprises (MSMEs), highlighting the state’s focus on building a foundational AI workforce.
A dedicated AI and Deep Tech Mission will be constituted to steer the initiative, facilitate inter-departmental coordination, and promote industry-academia collaboration. The mission will also monitor progress, foster the startup ecosystem, and ensure compliance with safety and ethical standards. In the first phase, the government will launch AI pilot projects within selected departments to test feasibility and effectiveness. Simultaneously, AI factories will be set up in Tier-2 and Tier-3 cities to create regional access points for digital resources and computing power.
The plan emphasises the need for a regulation-compliant, interoperable data ecosystem. It also includes guidelines for responsible AI deployment, reflecting concerns around transparency, security, and accountability in automated decision-making.
